Eagles Promote Adam Berry To Assistant GM, Add Mike Maccagnan To Staff

Following Alec Halaby‘s decision to leave his assistant general manager post with the Eagles, the team has made moves to solidify that tier under longtime front office boss Howie Roseman.

The team extended assistant GM Jon Ferrari and has since announced Adam Berry‘s promotion to the AGM level. The twin brother of Browns GM (and ex-Eagles exec) Andrew Berry, Adam will move from vice president of football operations and strategy into Halaby’s old post. This is among the promotions and hires unveiled by the team Wednesday.

The most notable staff addition in Philly comes via a Mike Maccagnan hire. Maccagnan, the Jets’ GM from 2015-19, is joining the Eagles as a personnel executive. Maccagnan, 58, has not held an NFL role since the Jets fired him following the 2019 draft. He carries 25-plus years of NFL experience, however, and will join Joe Douglas as ex-Jets GMs on Roseman’s staff.

Douglas’ New York GM predecessor oversaw five Jets drafts, including first-round picks of Leonard Williams, Jamal Adams, Sam Darnold and Quinnen Williams, but was unable to stop the franchise’s playoff drought. Douglas followed suit, compounding the Jets’ QB trouble by trading Darnold and attempting to build around Zach Wilson. Rumors of a power struggle between Maccagnan and then-new Jets HC Adam Gase emerged when the team moved on, and Gase helped the Jets bring in Douglas.

Prior to his 2015 Jets hire, Maccagnan spent 15 years on the scouting side with the Texans. He finished that tenure by serving four years as the team’s college scouting director. This run included the team’s J.J. Watt draft choice. Prior to being in on the ground floor in Houston, Maccagnan spent seven years as a Washington scout.

In his second stint with the Eagles, Douglas will rise from the scouting level to senior VP of player personnel. This notable title bump comes after the Falcons interviewed the six-year Jets GM this offseason. Douglas is back in a familiar role, having served as the team’s VP of player personnel from 2016-19 — ahead of his Jets GM ascent. Roseman rehired Douglas in May 2025.

Alan Wolking will slide from director of player personnel to VP of football ops and strategy. Wolking has been with the Eagles since 2011, when Roseman and Andy Reid were working together to lead the operation. Phil Bhaya, who is moving from player personnel director to VP of player personnel, has been with the team since 2014.

Jeremy Gray, whom the Eagles hired in 2022, is moving from assistant director of player personnel to director of that department. Lee Divalerio, who had served on the scouting level previously, is rising to assistant director of pro scouting. Divalerio has been with the Eagles since 2017. The Eagles are also elevating Preston Tiffany (to southwest area scout) and hiring Caspian Svenson as a pro scout.

As for Berry, he has made a major climb in just three years in football. A longtime Goldman Sachs staffer, Berry joined the Eagles in 2023 as their director of football operations and strategy; this came three years after the Eagles saw then-staffer Andrew land the Browns’ GM gig. Adam, 39, has never worked with his brother in the NFL.

This rise, however, figures to place the less experienced Berry twin on the GM radar. The Eagles have regularly lost talent in their front office, with the 2022 offseason seeing four Roseman lieutenants — Ian Cunningham, Catherine Hickman, Brandon Brown, Andy Weidl — all leave for AGM roles elsewhere (Cunningham has since been hired as Falcons GM). Less turnover has ensued in recent offseasons, however, and Roseman will turn to Berry and Ferrari as his right-hand men moving forward.

NFC Staff Updates: Eagles, Packers, Panthers

The Eagles recently announced a number of title changes and new hires in their personnel and operations departments, per Mike Garafalo of NFL Network.

In his 15th season in the NFL, and his ninth in Philadelphia, Matt Holland was elevated to assistant director of college scouting. After holding personnel positions in Washington and Cleveland, Holland joined the Eagles in 2017 as a pro scout, elevating to senior pro scout, northeast area scout, senior college/pro scout, and most recently, midwest area scout. His promotion goes hand-in-hand with that of Jarrod Kilburn, who’s been named assistant director of pro scouting. Kilburn worked pro scouting internships for the team back in 2012 and 2014 but didn’t join the team in an official capacity until 2022, when he was hired as a college/pro scout after a 2021 internship.

Others receiving new titles in the scouting department are new pro scout Terrence Braxton, new west coast area scout Rod Streater, and midlands area scout Duke Tobin Jr. Braxton is entering his third year with the team and earns the promotion after switching from operations to scouting last year. Streater joined the team in 2022 as a northeast area scout and has been serving as the team’s NFS scout in the two years since. Preston Tiffany has been hired to fill Streater’s vacant NFS scouting role after a lone year as the director of player personnel at LSU. Tobin, the son of the Bengals’ director of player personnel, is in his third year with the Eagles, following roles as a player personnel associate and a scouting assistant.

We also now finally have a job title for Joe Douglas, who was announced as a new hire back in May. Per Garafolo, Douglas, the former Jets general manager, will be joining Matt Russell, the former Broncos vice president of player personnel, and Dave Caldwell, the former Jaguars general manager, in the shared titles of senior personnel directors/advisors to the general manager. Howie Roseman now has two former GMs and a VP of player personnel advising him.

In operations and analytics, James Gilman has been promoted to senior director of football research and strategy, Jon Liu has been elevated to director of football analytics, and Zachary Steever has been named assistant director of football research and strategy. Gilman is in his eighth year with the team, having started as a quantitative analyst and elevating to senior quantitative analyst, assistant director of football analytics, and director of football analytics. Liu fills Gilman’s old role in his eighth year with the team. He started as a football analytics intern before elevating to football operations analyst, football analytics coordinator, and assistant director of football analytics. Steever steps into the new role after serving as a senior quantitative analyst last year.

Additionally, Grant Reiter was named football transactions coordinator after serving as football transactions intern in 2022 and football transactions associate in 2024. His 2023 season was spent with the Browns as a football administration & research/strategy assistant. New hires in the group are football operations coordinator Molly Rottinghaus and software developer Leif Thorson.

Here are a couple of other staff updates from around the NFC:

  • Back in May, it was announced that Packers president and chief executive officer Mark Murphy would be passing on his titles to Ed Policy at the team’s annual shareholders meeting, per Matt Schneidman of The Athletic. That meeting occurred on Friday inside Lambeau Field. At the meeting, the team also went over the annual financial report, released the Wednesday before, per team editor Mike Spofford. Green Bay reported $83.7MM in operating profit in FY2025, a $23.6MM increase from last year. The anomalous increase was the result of an extra home game, courtesy of the 17-game schedule, showing just how impactful those extra home games are for the teams that get them.
  • Lastly, the Panthers hired Benjamin Brown to serve as director of data science, according to ESPN’s analyst expert Seth Walder. Brown previously served as the NFL data science manager for PENN Entertainment and has held roles with SumerSports and Pro Football Focus, as well.

NFC Staff Changes: 49ers, Buccaneers, Eagles, Falcons, Giants, Vikings

The 49ers announced a flurry of staff changes this week, according to Cam Inman of the Bay Area News Group, including the promotions of RJ Gillen and Brian Hampton to assistant general managers.

Gillien has been with the 49ers’ scouting department since 2015. He spent the last two years as the director of player personnel and will continue leading the team’s pro scouting operations.

Hampton started as a football operations intern in 2003 and rose through the ranks to become the director of football administration and analytics in 2010. He held that position for a decade before a promotion to vice president of football administration in 2020. Hampton is primarily focused on the 49ers’ roster construction and contract negotiations, particularly relating to the salary cap.

The 49ers also made three promotions in their scouting department – Jordan Fox to player personnel scout, Jason Kwon to pro scout, and Ryan Schutta to area scout – as well as two changes in football research and development. Shravan Ramamurthy was promoted to manager, while Benjamin Klein was hired as a performance analyst. The team also promoted Corry Rush to executive vice president of player personnel.

A number of other NFC teams also made staff changes in recent weeks:

  • The Buccaneers hired Ty Shiflet and Griffin Moore as scouting assistants, per Greg Auman of The Athletic. Shiflet was formerly a personnel assistant at LSU, while Moore was a college tight end at Illinois and Texas State.
  • The Eagles are planning to hire LSU director of player personnel Preston Tiffany, according to CBS Sports’ Matt Zenitz. He previously held the same position at Ole Miss.
  • The Falcons hired Ari Glazier as a junior football data analyst, per Inside The League’s Neil Stratton. Glazier worked with the Syracuse football team for the 2024 season while pursuing degrees in sports analytics and economics.
  • The Giants promoted Justin Markus to from BLESTO scout to Midwest area scout, according to Stratton. Before joining the Giants, Markus was a video intern with the Jets and a recruiting analyst at Rice University.
  • The Vikings promoted Michelle Mankoff from college and pro scouting analyst to college scout, per Stratton. She previously interned with the Bills and the XFL.
