Bengals Sign CB Tony Lippett
The Bengals signed free agent cornerback Tony Lippett, according to Ian Rapoport of NFL.com (on Twitter). To make room, they’ve waived linebacker Chris Worley. 
For Lippett, a former second-round pick, it’s a new adventure in a familiar scheme. He spent time with defensive coordinator Lou Anarumo in Miami, so he may have a leg up on the competition as he guns for a spot on the 53-man roster.
Lippett, transformed from a collegiate wideout to an NFL corner and made 13 starts for the Fins in 2016. However, he missed the 2017 with a torn Achilles and missed the club’s final cutdowns in 2018. He bounced around a bit last year, including a three-game stint with the Giants.
Saints Place Buck Allen On IR
The Saints have placed running back Buck Allen on injured reserve, according to head coach Sean Payton. To take his place, the club has signed running back Robert Kelley. 
Allen worked out for the Saints in May alongside Kelley. Allen was the best of the bunch at the time, but Kelley will now get his shot now that the ex-Raven has been ruled out for the year.
Kelley only suited up for two games with the Redskins last year thanks to a toe injury (but he didn’t break his knee, dude.) The running back averaged 4.2 yards per carry as a rookie in 2016 and he’s hoping to regain his old form in 2019. Unfortunately for him, he has a tough road ahead of him to make the Saints’ roster. Behind star Alvin Kamara, the Saints already have Latavius Murray and the underrated Dwayne Washington.
In related moves, the club also inked wide receiver Travin Dural and waived defensive back Chris Campbell.
Raiders Sign Ethan Westbrooks
The Raiders have signed defensive lineman Ethan Westbrooks, according to a team announcement. In related moves, they have waived defensive lineman Ronald Ollie and tight end Erik Swoope. 
Westbrooks spent his first five years with the Rams and started in nine contests for L.A. in 2017. In that season, he registered four sacks, marking a new career high.
Last year, however, was not his finest. In September, Westbrooks was cuffed for possession of a stolen handgun. He still appeared in all 16 games for the Rams, but he made zero starts for their star-studded front seven and finished out with just eight tackles and one sack. With the Raiders, he’ll likely find himself as a depth addition once again.
Swoope, a former basketball standout at the University of Miami, had a noteworthy year with the Colts in 2016. Thanks in part to injury, he has yet to see similar playing time since then or match his average of 19.8 yards per reception (across a limited sample of 15 catches).
Redskins To Sign Donald Penn
The Redskins have made a major upgrade on the offensive line. The team is set to sign veteran tackle Donald Penn to a one-year deal, according to Ian Rapoport of NFL.com (Twitter link).

Penn will provide the Redskins with serious insurance against Trent Williams‘ very serious holdout. His presence also means that the team won’t have to rely heavily Ereck Flowers, a former draft bust of the rival Giants who was originally signed to play on the interior.
The Redskins expressed interest in Penn during his 2014 free agency and, many years later, they finally got their man. Penn is a proven commodity, though he was shelved by injury for much of the 2018 season. Prior to that, he started in 174 of 176 possible games dating back to 2007.
This might not be the end of the team’s offensive line shuffling. The Redskins could still use some depth, particularly at guard, and the club could explore trading Williams now that they have a proper fill-in.
Cowboys To Sign Alfred Morris
As Ezekiel Elliott stays away from Cowboys camp, the team will bring back one of his former backups. Alfred Morris has agreed to rejoin the Cowboys, Ian Rapoport of NFL.com tweets.
Morris was scheduled to visit the Saints, but it looks like he found a more enticing offer with one of his former teams. Morris, 30, played in 28 games for the Cowboys from 2016-17. He closed his first Dallas stint by averaging 4.8 yards per carry for the 2017 Cowboys.
The Cowboys have exchanged proposals with their holdout back, but Calvin Watkins of the Dallas Morning News notes (via Twitter) the last such numbers were discussed July 25. In the meantime, Morris will serve as by far the most experienced backfield option the Cowboys have.
They lost recent Elliott backup Rod Smith to the Giants and drafted both Tony Pollard (Round 4) and Mike Weber (Round 7) this year. Both Pollard and third-year back Darius Jackson (six career carries since being a sixth-round 2016 Cowboys pick) took reps with Dallas’ first-string offense Monday.
Last season, Morris was a late-summer 49ers addition, heading west after Jerick McKinnon tore an ACL. Morris rushed for 428 yards (3.9 per carry) as a 49er. He was the Cowboys’ primary runner during Elliott’s 2017 suspension. While Morris is far removed from his best seasons, two Pro Bowls with the Redskins from 2013-14, he should be relatively fresh. He has taken just 295 handoffs over the past three seasons. And this deal represents some Elliott insurance, with the Cowboys unlikely to carry five tailbacks on their Week 1 53-man roster.

Ravens To Sign QB Joe Callahan
The Ravens are expected to sign quarterback Joe Callahan, a source tells NFL.com’s Mike Garafolo (on Twitter). Callahan may face long odds of making the roster, but he has familiarity with offensive coordinator Greg Roman thanks to their time together at Holy Spirit High School in 2008. 
With RG3 sidelined, the Ravens needed another quarterback to move them through camp. The hope is that Griffin will be ready for Week 1, but it’s possible that he’ll need extra time to recover. In either event, the Ravens will have Callahan to support Lamar Jackson and rookie Trace McSorely.
Prior to signing Callahan, veteran Josh Johnson rejected an offer from the Ravens.
Saints Release WR Cameron Meredith
The Saints released wide receiver Cameron Meredith, according to Herbie Teope of The Times-Picayune (on Twitter). The Saints receiver previously reduced his base salary from $3.4MM to $1.3MM, but it wasn’t enough to save his job. 
It’s been a tough couple of years for Meredith since his breakout 2016 season, when he racked up 888 yards in just 14 games with the Bears. Meredith was supposed to be Chicago’s top receiver in 2017, but he suffered a devastating injury in the preseason which included a torn ACL and additional damage to his knee. After missing the entire year, he signed a two-year offer sheet worth $9.6MM with the Saints as a restricted free agent.
He never really recovered while with the Saints, and he was placed on IR after just six games with last year due to issues with the same knee. He finished with only nine catches for 114 yards and a touchdown in his first (and only) season on the field in New Orleans.
Meredith has yet to participate in any offseason practices and had to undergo a knee scope earlier this year. Still, he’s only 26 and offers potential, so he should find his way back to the NFL once he’s healthy.
Saints Sign Patrick Omameh
Earlier today, it was reported the Saints were hosting free agent offensive lineman Patrick Omameh. That meeting apparently went well, as New Orleans signed the veteran on Sunday night, the player’s agent reports [Twitter link].
Since entering the league as UDFA in 2013, Omameh has racked up 56 games in his career and serves as valuable depth on a loaded New Orleans’ offensive attack.
He started all 16 games for the Buccaneers in 2014, and played 14 games for the Bears in 2015. He suited up for the Jaguars in the next two two seasons before inking a three-year, $15MM contract with the Giants last March. Omameh didn’t even last a full season with the Giants, who benched him in October and cut him in November after an underwhelming showing.
After being cut by the Giants, Omameh returned to the Jaguars and started six games down the stretch. After opening the year at right guard with the Giants, he finished the campaign largely on the left side of the Jacksonville line.
