Here are Tuesday’s minor moves:
Arizona Cardinals
- Signed: DL Naquan Jones
Carolina Panthers
- Signed from practice squad: OL Justin McCray
Houston Texans
- Waived: DE Kerry Hyder
Jacksonville Jaguars
- Waived from IR: TE Leonard Taylor
Las Vegas Raiders
- Signed from practice squad: DE Janarius Robinson
Los Angeles Chargers
- Activated from NFI list: S JT Woods
- Waived: WR Simi Fehoko
New Orleans Saints
- Waived: S Daniel Sorensen
Tennessee Titans
- Waived: LB Monty Rice
Washington Commanders
- Waived from PUP list: LB Drew White
A 2021 third-round pick, Rice started 10 games over his first two seasons. Although the Titans cut Zach Cunningham and let David Long sign with the Dolphins, they brought in Azeez Al-Shaair and have used second-year UDFA Jack Gibbens as starters this season. Rice has been strictly a backup, and a post-transaction tweet suggested the young defender was not too broken up about this Tennessee cut.
Hyder joined the Texans earlier this season. The 49ers had waived the rotational pass rusher after trading for Randy Gregory. Reuniting with DeMeco Ryans, Hyder spent much of his Texans stay on their practice squad. The team used the defensive end in two games this season, giving him 40 defensive snaps as a backup. Hyder would be eligible to return to Houston’s P-squad if he clears waivers.

Here are Monday’s minor moves:
Cincinnati Bengals
- Elevated: TE Tanner Hudson, QB Reid Sinnett
Indianapolis Colts
- Reverted to IR from reserve/suspended list: TE Leonard Taylor
Los Angeles Rams
- Elevated: RB Royce Freeman, WR Austin Trammell
Philadelphia Eagles
- Elevated: WR Devon Allen, P Braden Mann
Tampa Bay Buccaneers
- Elevated: LB J.J. Russell, DL Deadrin Senat
Tennessee Titans
- Moved from commissioner’s exempt list to IR: RB Hassan Haskins
Sinnett joined the Bengals’ practice squad late last week. This move preceded A.J. McCarron‘s return by one day. Joe Burrow is in uniform tonight, but the Bengals will take advantage of the emergency third QB rule by bumping Sinnett up to the active roster. Jake Browning is in place as Burrow’s backup.
After the Jets and Steelers waived Mann this year, he secured another chance in Philly. The team brought Mann onto its practice squad last week, moving their punter of the past two seasons — Arryn Siposs — off their roster. Mann is in his fourth NFL season; the former sixth-round pick served as the Jets’ punter from 2020-22.
With Quez Watkins inactive, Allen received his first opportunity to suit up for an NFL game. The two-time Olympian 110-meter hurdler has been on the Eagles’ practice squad for the past two seasons. A former wideout at Oregon, Allen devoted much of his 20s to track, becoming one of the best 110 hurdlers in U.S. history. Since landing on the Eagles’ 90-man offseason roster in 2022, Allen has worked as a two-sport athlete.

Wednesday’s minor moves:
Carolina Panthers
- Signed (off Raiders’ practice squad): CB Sam Webb
Denver Broncos
- Promoted from practice squad: WR Lil’Jordan Humphrey
- Placed on IR: S Caden Sterns (story)
Houston Texans
- Signed: DE Michael Dogbe
- Promoted from practice squad: P Ty Zentner
Jacksonville Jaguars
- Suspended to begin 2024 season: TE Leonard Taylor
Los Angeles Rams
- Placed on non-football illness list: QB Stetson Bennett
New Orleans Saints
- Promoted from practice squad: WR Lynn Bowden Jr., DE Kyle Phillips
- Placed on IR: DE Payton Turner (story)
Taylor was placed on IR by the Jaguars in July, guaranteeing that he would not see the field during the 2023 campaign. He has also been suspended for the first two games of next season, though, PHNX’s Howard Balzer notes. The 24-year-old has yet to see regular season NFL game action in his career.
Bennett has been dealing with a shoulder injury, but the NFI designation is used for injuries (or, in this case, illnesses) which arise separate from football-related activities. When asked for specifics about the fourth-round rookie’s circumstances, head coach Sean McVay said, via The Athletic’s Jourdan Rodrigue, “out of respect for him and the situation, I’m going to leave all of those specifics and particulars in-house” (subscription required). The Rams will move forward with Matthew Stafford as their starter under center, and Brett Rypien available as an option to be elevated from the practice squad.
Minor NFL Transactions: 7/10/23
Today’s minor transaction:
Jacksonville Jaguars
- Signed: TE Josh Pederson
- Waived/injured: TE Leonard Taylor
Pederson, of course, is the son of Jaguars head coach Doug Pederson. The Louisiana–Monroe product has bounced around the NFL a bit since going undrafted in 2021, spending time with the 49ers, Saints and Chiefs. The tight end most recently spent time in the USFL with the Houston Gamblers, hauling in 25 catches for 325 yards.
Taylor joined the Jaguars as an undrafted free agent out of Cincinnati. If he clears through waivers, he’ll land back on the Jaguars injured reserve.
Jaguars Sign 11 UDFAs
Jacksonville announced their class of undrafted rookie free agents on Monday. Here is a breakdown of the prospects who will compete to fill out their roster this summer:
- DT Jayson Ademilola, Notre Dame
- OLB DJ Coleman, Missouri
- WR Elijah Cooks, San Jose State
- CB Kaleb Hayes, BYU
- LB Dequan Jackson, Colorado State
- LB Matthew Jackson, Eastern Kentucky
- OL Samuel Jackson, UCF
- WR Jaray Jenkins, LSU
- WR Oliver Martin, Nebraska
- TE Leonard Taylor, Cincinnati
- CB Divaad Wilson, UCF
Jacksonville had 13 picks in this year’s draft in addition to the above names, so they will have plenty of rookies on hand to add to last year’s successful team. The group includes a number of intriguing names, though no reports have emerged yet with respect to sizeable guarantees in any of their respective contracts.
Ademilola and Coleman are heading into the NFL after very different college journeys, but they each posted notable production. The former totaled seven sacks and 13.5 tackles for loss over the past two seasons, and could find a role for himself as a rotational pass-rusher on the interior after a lengthy career with the Fighting Irish. The latter only played at Ole Miss for one season, but he recorded 4.5 sacks, 8.5 TFLs and three forced fumbles in that time, which could help earn him an extended look.
Of the three receivers signed, Cooks is the largest (6-4, 215 pounds) and most productive of the bunch in terms of 2022 statistics. After five years at Nevada, he transferred to San Jose State and had a career-year. Cooks totaled 1,076 yards on 69 receptions, and led the Mountain West Conference with 10 touchdowns. Those figures far outpaced what he had in all but one of his previous seasons, and could point to potential at the NFL level as a depth option.
