Minor NFL Transactions: 7/16/25

With rookies starting to report for training camp, we’ve got a good number of minor moves for the first time in a while today:

Smith, a former fourth-round pick out of Northern Iowa for the Giants, has decided to hang up his cleats, putting an end to an unfortunately injury-marred career at 26 years old. After opening up his rookie season on injured reserve due to a hamstring injury early in training camp, Smith played eight games as a rookie before suffering a neck injury that sent him back to IR. New York held out hope, activating him off of IR eight games into his sophomore campaign, but ultimately, Smith returned to IR after only five more games.

After the Giants waived him early in training camp in 2023, Smith found his way to the Jets’ practice squad in mid-October but was released at the turn of the month. Three weeks later he signed to the practice squad of the Raiders, with whom he would finish the season and sign a reserve/futures deal. Las Vegas, though, waived him with an injury designation before finalizing their 53-man roster for 2024. Smith rebounded once more with the Browns, and thanks to two gameday practice squad elevations, Smith played in two games last season — his first since 2022 — and signed a futures deal in Cleveland.

Injuries to his legs and neck early in his career derailed a career for Smith that was never really able to get going. Unfortunately, the former first-team FCS All-American’s playing time has come to an early end.

Ross reportedly asked for his release from the Chiefs, according to Tom Pelissero of NFL Network. The once promising Clemson star who totaled 1,000 yards with nine touchdowns as a freshman and 865 yards with eight touchdowns as a sophomore continues to struggle in his return to football stardom. After missing the 2020 season due to surgery addressing a congenital fusion condition of his neck and spine, Ross only amassed 524 receiving yards and three touchdowns in his final year with the Tigers before going undrafted in 2022.

Despite injuries leaving the Chiefs pretty thin at receiver at times in the past few years, Ross never was able to step up and take a spot on the offense. When his undrafted contract expired and he’d only seen action in 12 games and caught six passes totaling 53 yards, Ross signed the exclusive rights tender the team placed on him, as his only other option would’ve been to not play in 2025. Instead, he approached Kansas City with a request to be released, and the Chiefs acquiesced. The 25-year-old will go to the waiver wire, and if no teams claim him, he’ll be able to sign anywhere he wants.

49ers QB Notes: Purdy, Jones, Rourke

The 49ers have made Brock Purdy‘s extension official, as the team announced the new five-year deal earlier this evening.

“Brock is a tremendous leader and a fantastic representative for the 49ers organization, and we are ecstatic to get this deal done,” said GM John Lynch. “When we took him with the last pick in the Draft, we knew he had potential to succeed in this league, but we had no idea how special of a player he would become. He has played at an exceptionally high level since taking over the starting job, and we look forward to seeing him continue to lead this team for years to come.”

Purdy’s five-year, $265MM deal includes $181MM in guaranteed money, including $100MM locked in up front. With the deal settling in at a $53MM average annual value, Purdy wasn’t able to crack the top five AAVs at his position. Still, the contract includes a favorable short-term cash structure and a no-trade clause, reinforcing the franchise’s belief in the former Mr. Irrelevant.

Elsewhere on the depth chart, Mac Jones was added this offseason to serve as Purdy’s primary backup. The 2021 first-round pick has struggled to live up to a promising rookie campaign. He was ditched by the Patriots after only three seasons, and he had to settle for a backup gig in Jacksonville for the 2024 campaign. He ended up getting seven starts while filling in for Trevor Lawrence, and that performance earned him another chance as a QB2 in San Francisco.

While the 49ers obviously don’t have much of a long-term opening for Jones, offensive coordinator Klay Kubiak still believes his quarterback has enough to be a starter again in the NFL.

“Going back to college, we obviously studied Mac coming out, and we thought very highly of him and his skillset as a thrower and the things he did in college,” Kubiak said last week (via Joel Soria of NBC Sports Bay Area). “… And then, obviously, as a rookie, what he did in the NFL was very impressive. Mac’s a really good thrower. He stands in the pocket, he’s a strong guy and he’s really smart. And so he’s got a lot of traits that we like for a starting quarterback.”

On the bottom of the depth chart, the 49ers are considering a pair of inexperienced players. Eric Branch of the San Francisco Chronicle expects rookie seventh-round pick Kurtis Rourke to have a redshirt rookie season. The QB could be stashed on IR as he continues to recover from offseason surgery on a partially torn ACL. In that scenario, former UDFA Tanner Mordecai would likely make the roster as the third quarterback.

49ers Take QB Kurtis Rourke In Seventh Round

We know the 49ers’ luck with seventh-round passers. They add another one today, drafting Indiana quarterback Kurtis Rourke at No. 227 overall. Rourke is the younger brother of fellow Canadian passer Nathan Rourke, who is currently playing in the Canadian Football League after failing to make a 53-man roster in the NFL in 2024.

Rourke started one year for the Hoosiers after five seasons at Ohio. Even with the upgrade in competition, Rourke delivered his best statistical season to date recording career highs in completion percentage (69.4) and passing touchdowns (29) while throwing for 3,042 yards and only five interceptions. Rourke did display some mobility with the Bobcats, as well, churning out 832 yards and 11 touchdowns on the ground before transferring to Indiana.

Rourke has an ideal, big-bodied frame and a natural throwing motion. He throws with pace and has a deep ball with excellent timing and touch. He’s been tenacious in his career, as well, starting all but one game for the Hoosiers in 2024 despite multiple injuries limiting him in prior seasons.

In San Francisco, Rourke will compete with last year’s undrafted rookie Tanner Mordecai for a QB3 role behind Brock Purdy — famously also a seventh-round pick — and Mac Jones. Despite his lack of acclaim coming into the draft, it’s worth keeping an eye on Rourke as the 49ers have a tendency for striking gold with their backup passers.
