Minor NFL Transactions: 5/28/25
Wednesday’s only minor moves:
San Francisco 49ers
- Signed: LB Chazz Surratt
- Waived: LB DaShaun White
The 49ers already swapped punters today, and strangely, that transaction was the one to make headlines. It’s likely because Surratt and White have also primarily been special teamers so far in their careers. White, an undrafted free agent out of Oklahoma in 2023, has split the last two years between the UFL and NFL, spending short stints with the Bills and Raiders before finally seeing an active roster in San Francisco, where he made his NFL debut.
Surratt’s special teams status is a bit more surprising. After switching from starting quarterback to linebacker after a season-ending injury and a head coaching change at North Carolina, Surratt became an All-American defender, racking up 206 tackles, 23 tackles for loss, and 12.5 sacks in his two years at the position. Those two impressive seasons helped convince the Vikings to draft him in the third round.
After only appearing on special teams in nine games as a rookie, Surratt was waived before his sophomore season, rebounding with the Jets. He made five starts while playing in all 17 games last year, but he’s only got 37 total tackles in his four-year career.

Ross’ new deal to the Texans’ 53-man roster is good through the 2025 season, as well. Ditto for Jones, signed to the active roster in New England today.
Sanders returned to practice this week, and his activation will allow him to close out his second Panthers season on the field rather than on the mend. His Carolina tenure has fallen well short of expectations and a release in the near future could be in the cards. Given the team’s backfield injuries, though, Sanders could handle a notable workload tomorrow while potentially auditioning for free agent suitors.
Gilman’s return will be welcomed by the Chargers’ defense. The 27-year-old has remained a full-time starter this season, his second straight handling first-team duties. Los Angeles is assured of a wild-card spot, but moving up to the No. 5 seed in the AFC playoff picture could be possible on Sunday. In any case, Gilman’s presence will be key for a Bolts defense which leads the league in points allowed per game (17.6).
Gardner’s campaign will come to an end after 15 games played. He fell short of a Pro Bowl nod for this first time in his young career, but the fourth pick of the 2022 draft remained a critical member of the team’s secondary when healthy. Gardner is eligible for an extension this offseason, and his financial future (which will include a fifth-year option decision in the spring) will be a key point of focus once New York’s head coach/general manager tandem is in place.

Weaver has dropped from the player who logged 640 defensive snaps in 2022, when Harold Landry was sidelined for the year, to the practice squad level. The Titans waived Weaver after setting their initial 53-man roster. He will follow ex-teammate Teair Tart by joining the Texans’ D-line upon being a Titans cut. Though, Tart landed in Houston via waiver claim and never dropped to the P-squad. Weaver registered 5.5 sacks in 2022 but did not record any in 15 games last season.
The Giants waived Long last week. He will join a Colts team that has made multiple moves at corner since setting its initial roster. Indianapolis, which took some heat for not augmenting its outside CB situation this offseason, claimed Samuel Womack off waivers from San Francisco and waived Darrell Baker. Long, a former Rams third-round pick, played for three teams (Raiders, Panthers, Packers in 2023.

Peterman’s exit leaves two quarterbacks — the two that vied for the starting gig (Gardner Minshew, Aidan O’Connell) — on their 53-man roster. Peterman, however, has been quite resilient in his career. The Bears dropped him last year only to circle back via a practice squad invite. The eighth-year passer also has an extensive past with the Raiders, who rostered him for much of Jon Gruden‘s tenure. Teams have six practice squad slots they can use on vested veterans.
Guyton followed GM Tom Telesco from the Chargers. The ACL tear he suffered early during the 2022 season sidetracked his career, with the former Justin Herbert deep threat — who totaled 959 yards from 2020-21 — catching just 12 passes over the past two seasons. The Raiders kept rookie UDFA Ramel Keyton and third-year UDFA Tyreik McAllister among their six-man receiving corps. Four of the six wideouts on the Raiders’ roster are ex-UDFAs, with only Davante Adams and Tre Tucker being drafted.
The Raiders are using one of their injury activations on Taylor, who arrived via seventh-round pick this year. Elsewhere in the secondary, Webb is off the roster after having previously worked as a three-game starter. This came during Josh McDaniels‘ only full season in charge.

Free Agent
- Suspended: DT Kevin Strong
Strong was a surprising release by the Cardinals during the regular season last year. At the time, Strong was coming off of his strongest NFL campaign, but head coach Jonathan Gannon claimed that the release was what was “best for the team.” While we still don’t know the nature of the suspension, or whether or not it’s even related to his January release, we are aware that he will miss three games.
Bills Begin Roster Cuts, Release 7
Teams have until Tuesday afternoon to get their 90-man rosters down to 53, but a number of them are deep into that process already with the preseason now in the books. The Bills trimmed their roster on Sunday by releasing the following seven players:
- DT Cortez Broughton
- WR Isaiah Coulter
- S Jared Mayden
- T Garrett McGhin
- WR Dezmon Patmon
- TE Jace Sternberger
- LB DaShaun White
Each player, with the exception of White, has regular season NFL experience, although none have much in the way of game action. Sternberger is the most notable name on the list, given his time with the Packers to start his career. The former third-rounder had plenty of expectations after his career at Texas A&M, but things did not go according to plan in Green Bay.
Sternberger logged only 18 games across two seasons with the team, and his last NFL action came in 2020. He bounced around to the Commanders and Steelers after his time in Green Bay came to an end, and he played in the USFL this past spring. The 27-year-old led the league in receiving touchdowns with the Birmingham Stallions, which landed him an opportunity with the Bills. He will instead wind up on their practice squad or find himself in search of another new NFL home.
Depth along the offensive line, especially at the tackle position, has been a talking point for Buffalo this summer. McGhin, who has bounced around several teams’ practice squads in his career, has made two career appearances – though they both came in 2019. Especially if Buffalo elects not to add more experienced fill-in options up front in the coming days, he could find himself on the team’s taxi squad.

Tae Crowder has found his next gig after getting cut by the Steelers in May. The former Mr. Irrelevant spent the first three seasons of his career with the Giants, including a 2021 season where he compiled 130 tackles and a pair of interceptions. He started only eight of his 13 appearances last season before getting cut, but he quickly caught on with Pittsburgh’s practice squad. Entering his age-26 season, Crowder is a low-risk option for the Chargers, but he could provide big returns if he can show his form from 2021.
Marquan McCall was a surprise cut by the Panthers earlier this week. The former UDFA ended up getting into 16 games for the Panthers last season, finishing with 15 tackles, two TFLs, and one QB hit. He’ll now look to catch on in New England. He’ll be taking a roster spot from wideout Tre Nixon. The former seventh-round pick has spent the past few seasons on New England’s practice squad but never got into a regular season game.
