Minor NFL Transactions: 12/16/25
Here are Tuesday’s minor moves:
Arizona Cardinals
- Signed from practice squad: WR Jalen Brooks
Cincinnati Bengals
- Claimed off waivers (from Steelers): WR Ke’Shawn Williams
Houston Texans
- Signed from practice squad: RB Jawhar Jordan
Jacksonville Jaguars

New York Jets
- Signed from practice squad: S Jarius Monroe
Seattle Seahawks
- Waived: S D’Anthony Bell
Tennessee Titans
- Claimed off waivers (from Browns): G Garrett Dellinger
A steady presence in Arizona a couple years ago, Fotu started four of six game appearances for the Raiders this year. The occasional starts were not indicative of his true usage, though, as he hasn’t gotten consistent time on the field for Las Vegas in 2025. The Raiders will move on from the veteran as they shift focus in a lost season towards evaluating young talent with more gametime.
As a practice squad elevation this weekend, Jordan became the first Texans running back to eclipse the century mark in a game this year. Houston wasted little time in returning him to the active roster

The Texans are bringing Wright on as an emergency option as regular kicker Ka’imi Fairbairn works through an injury. Wright has plenty of experience in this role as this will be his fourth team this year alone.
Colts Activate CB Jaylon Jones From IR
NOVEMBER 1: The Colts activated Jones from IR ahead of their Week 9 matchup with the Steelers, per a team announcement. They also promoted cornerback Cameron Mitchell from the practice squad to the 53-man roster. Both will provide some much-needed depth on the boundary.
To make room on the active roster, Indianapolis waived linebacker Chad Muma and safety Trey Washington, according to KPRC2’s Aaron Wilson.
OCTOBER 22: Even at 6-1, the Colts have been dealt a bad hand at cornerback. They have seen each of their top four options go down with significant injuries, with one of whom — third-round rookie Justin Walley — lost for the season.
Indianapolis lost Kenny Moore to an early-season injury, though the slot ace returned in Week 7. The team also placed Charvarius Ward on IR due to a strange pregame incident that resulted in a concussion. This has forced the team’s hand at all three CB spots. Though, Indy could have a reinforcement back soon.
The Colts are opening Jaylon Jones‘ practice window, according to ESPN.com’s Stephen Holder. This will give Jones three weeks to be activated. The Colts could certainly use the starter back sooner, with Ward guaranteed to miss at least three more games.
Jones has been battling the same hamstring injury since training camp. Missing much of the Colts’ summer work, the third-year cornerback aggravated the injury during the team’s season opener. He has been on the shelf since. This has not been a pattern for Jones, who became a key player after injuries did become a trend for JuJu Brents. The former second-round pick’s issues staying healthy opened the door for Jones — a 2023 seventh-rounder — to work as a starter.
The Colts waived Brents before the season, having used Jones as a 17-game starter last season. With Jones having missed so much time during Lou Anarumo‘s first offseason in charge, the Colts signed Xavien Howard and plugged him into their starting lineup immediately. Howard did not fare well and abruptly retired, preceding Za’Darius Smith with a surprise early-season exit. With Howard also out of the picture, the Colts have used Mekhi Blackmon and rookie UDFA Johnathan Edwards as boundary starters.
Pro Football Focus graded Jones 49th among CB regulars in 2024. The Colts are looking for more help on defense, potentially in the secondary as injuries pile up, but they will likely have Jones ready to contribute to this bounce-back season soon.

Placed on IR:
The placement of Ransaw on injured reserve is definitely a shock. The third-round rookie out of Tulane switched from cornerback to safety in Jacksonville and was in a crowded group of defenders vying for a roster spot. Even though Ransaw was working through a lower-body injury throughout training camp, he was still expected to make the 53-man roster. Instead, his rookie season is over before it got a chance to begin. His placement on IR also didn’t end up helping Thomas or Silmon-Craig, who were both in that group pushing for the active roster.
Sixth-round pick McLeod also found his way to an injured list, but unlike Ransaw, McLeod will be able to return at some point into the season, after missing at least four games. He’s also dealing with a nondescript lower-body injury.
This cut day was a rough one for the 2024 NFL Draft class in Jacksonville. Cole, Foster, Jefferson, and Prince were all taken in last year’s class and have been waived before their sophomore campaigns. Muma and Lacy are other recent draft picks that new general manager James Gladstone didn’t keep around.
Jaguars Sign Third-Rounders Luke Fortner, Chad Muma To Finalize Draft Class Deals
The Jaguars became the latest team to wrap up the draft pick-signing portion of their offseason. Two third-rounders — center Luke Fortner and linebacker Chad Muma — rounded out this process by signing their four-year rookie deals Wednesday.
Fortner’s deal at the No. 65 overall slot will be worth $5.5MM, according to Aaron Wilson of ProFootballNetwork.com, who adds the Kentucky alum will collect a $1.18MM signing bonus (Twitter link). Muma, chosen 70th overall out of Wyoming, will be entitled to a bonus just north of 2021 No. 70 selection Brady Christensen‘s; the Panthers tackle collected $1.15MM guaranteed.
Brandon Linder‘s retirement created an immediate need for Jacksonville. Linder had been the team’s longest-tenured starter, and although he battled injuries for much of his career, the talented blocker had been the Jaguars’ starting center since 2016 after beginning his career at guard. Fortner played center and guard at Kentucky, starting 36 games played after taking advantage of the extra year of eligibility schools provided after the COVID-19 pandemic hit.
Fortner moved from right guard to center before last season. He stands to vie for the Jags’ center spot with previous Linder backup Tyler Shatley, who is the team’s longest-tenured player. Shatley has been with the Jags since 2014; he started eight games last year.
Jacksonville aggressively pursued upgrades at linebacker this year. The team gave ex-Atlanta starter Foyesade Oluokun a three-year, $45MM deal and traded back into the first round for Utah standout Devin Lloyd. The Jags selected Muma with the pick obtained in last year’s C.J. Henderson trade. They moved on from longtime starter Myles Jack this offseason as well. Muma broke out last season by making 142 tackles (eight for loss), earning first-team All-Mountain West Conference acclaim. It will be interesting to see where he fits with a Jags team that reloaded at this position.
Here is how the Jags’ draft class breaks down:
Round 1: No. 1 Travon Walker, Edge (Georgia) (signed)
Round 1: No. 27 (from Buccaneers) Devin Lloyd, LB (Utah) (signed)
Round 3: No. 65 Luke Fortner, C (Kentucky) (signed)
Round 3: No. 70 (from Panthers) Chad Muma, LB (Wyoming) (signed)
Round 5: No. 154 (from Commanders through Eagles): Snoop Conner, RB (Ole Miss) (signed)
Round 6: No. 197 (from Eagles) Gregory Junior, CB (Ouachita Baptist) (signed)
Round 7: No. 222 Montaric Brown, CB (Arkansas) (signed)
