Donald Penn Visiting Giants
3:04pm: Penn’s visit with the Giants is expected to happen later in the week, rather than today, tweets Paul Schwartz of the New York Post. Meanwhile, Rand Getlin of the NFL Network (Twitter link) hears that Penn has been “very open” to re-signing with the Raiders, but there’s still “meaningful distance” between the player and the team regarding his value.
11:06am: The game of musical chairs continues for the offensive tackle free agent market, as Donald Penn is scheduled to pay a visit to the Giants today, per Ian Rapoport of NFL.com (Twitter link). Rapoport adds that Penn and the Raiders have been “locked in a contract stalemate.”
Penn, who will turn 33 in April, has been one of the more reliable and consistent left tackles in the NFL over the past two seasons for the Raiders. In 2015, he ranked 11th at the position, according to Pro Football Focus, with an especially strong grade as a pass blocker.
However, the Raiders signed Kelechi Osemele to a five-year mega-deal, giving the team an alternative at left tackle, which could allow GM Reggie McKenzie to play hardball to a certain extent with Penn. Given the veteran’s age, he certainly won’t be in line for an Osemele-esque contract of his own.
With a handful of notable free agent left tackles on the market, including Penn, Russell Okung, and Kelvin Beachum, there’s a sense that things may fall into place for multiple players once one of them agrees to a deal. The Seahawks, Okung’s old team, have also been cited as a potential suitor for Penn, while the Steelers – Beachum’s old team – and the Giants are said to be in the mix for Okung.
The Giants have options at left tackle, including Ereck Flowers and possibly Justin Pugh, but landing a solid veteran like Penn or Okung could allow the team to move Flowers to the right side and play Pugh at guard, strengthening the line as a whole.

AFC FA Rumors: Weddle, Holmes, Fitzpatrick
The Steelers were among the teams rumored to be in the hunt for safety Eric Weddle, who ultimately agreed to join the division-rival Ravens, but Jason La Canfora of CBSSports.com (Twitter link) hears that Pittsburgh didn’t make a formal contract offer to the safety. According to La Canfora, the Steelers stopped monitoring Weddle’s market over the weekend, shifting their focus to landing an offensive tackle.
Meanwhile, the Patriots were also a team frequently cited as a potential suitor for Weddle, but New England wasn’t one of the finalists for his services, according to Peter Schrager of FOX Sports (Twitter link). Schrager notes that Weddle and his agent spent a few hours this morning “going back and forth with two teams.” One of those clubs was the Ravens, but the identity of the second team remains unclear.

- The Raiders are making a push to bring back wide receiver Andre Holmes, tweets Bill Williamson of Fanrag Sports. Williamson cautions that nothing is done yet, and there’s no guarantee Holmes will return to Oakland, but the two sides appear headed toward a reunion for now.
- While there’s a belief that the Jets will eventually increase their offer to quarterback Ryan Fitzpatrick and find a middle ground, Mike Florio of Pro Football Talk wonders if Fitzpatrick may not give them the opportunity, possibly having been insulted by a lowball offer. Of course, for that to happen, the free agent quarterback will need to find a suitable offer elsewhere.
- According to Jeff Howe of the Boston Herald (via Twitter), Patriots head coach Bill Belichick called Akiem Hicks last night in a last-ditch effort to keep him in New England. The defensive tackle ultimately signed with the Bears instead, and Howe suggests that the Pats’ offer was for more years, but at a lower annual salary.
- Former Ravens safety and special-teamer Brynden Trawick, who was non-tendered by Baltimore, is paying a visit to the Bengals, tweets Joe Goodberry of CincyJungle.com.
- Armando Salguero of the Miami Herald isn’t sure why the Dolphins are interested in veteran defensive end Chris Clemons.
Latest On Eric Weddle
Negotiations between teams and Eric Weddle‘s camp “went on through the night,” reports Peter Schrager of FOX Sports (via Twitter). According to Schrager, Weddle has narrowed his list of potential destinations to three teams, and will likely reach an agreement with one of those clubs within the next 24 hours.
We heard last week that Weddle was weighing offers from four teams, and while the Raiders, Steelers, Cowboys, and Ravens had been cited as clubs expressing interest in him, it’s not clear whether those were the same four teams that extended contract offers. As Mike Florio of Pro Football Talk wrote on Sunday, the veteran safety – who has talked about wanting to join a contender – has opted to keep the identity of his suitors private.
Weddle is one of the top free agents still on the board, having chosen to take his time and do homework on the teams and cities in play for him, rather than rushing to sign a contract as soon as the new league year opened. There was speculation that he would take a couple visits before deciding on his new team, but if he intends to make a decision within the next 24 hours, it seems that won’t happen, unless he has already made unreported visits.
Weddle, 31, has spent all nine seasons of his NFL career with the Chargers, capped off by what was perhaps his most unusual year since entering the league. After being told by the team that his contract wouldn’t be extended prior to the season, the three-time Pro Bowler reported to camp and played well during the season, logging 76 tackles and six passes defended in 13 games.
While the contract situation was one point of contention between the two sides, the year ended on an even more acrimonious note, with the Chargers reportedly informing Weddle late in the season that he was being fined $10K for remaining on the field during halftime of a game to watch his daughter perform in a dance ceremony. Weddle and agent David Canter initially declined to go public about the fine, but the agent opened up after the Chargers placed the safety on IR in Week 17, a move that was made against his wishes. Per Canter, the team also informed Weddle that there would be no room for him to travel on the team plane to the regular season finale in Denver.

Sunday Roundup: Okung, Lions, RGIII
Let’s take a look at some notes from around the league as the second wave of free agency starts to heat up:
- After meeting with Russell Okung today, the Steelers are scheduled to meet with free agent tackles Ryan Harris and Chris Hairston later this week, per a tweet from ESPN’s Adam Schefter (we had already heard about the Harris meeting, but the Hairston visit is a new development). Pittsburgh has a void at left tackle that it is seeking to fill, as Kelvin Beachum, who missed most of the 2015 campaign with a torn ACL, looks ready to sign elsewhere.
- The Lions have already had a visit with Okung, and while all reports seem to indicate that it was a positive meeting, Detroit remains in a holding pattern with the talented but oft-injured tackle. As Kyle Meinke of MLive.com writes, Detroit may have no other choice but to make a big-time offer for Okung, despite the risks, as the offensive line is in serious need of an upgrade and Okung is far and away the best talent still on the market.
- Darius Slay and Sam Martin are two members of the Lions‘ terrific 2013 draft class that could sign extensions with the club in the coming months, and as Dave Birkett of the Detroit Free Press writes, Theo Riddick is also open to an extension that would keep him in Detroit for the foreseeable future. No contract talks have taken place yet, but Riddick, who led all running backs with 80 receptions in 2015, could have a bigger role in the running game in 2016, and he could get a nice payday as a result.
- Birkett writes in a separate piece that new Lions GM Bob Quinn has done a nice job of patching holes on his team’s roster while steering clear of overpaying for mediocre talent, a common pitfall for first-time GMs. But Birkett also observes that the Lions are no better right now than they were last year, and Quinn will have to prove that his eye for young talent in the draft matches matches his prudence in free agency.
- Former NFL agent Joel Corry does not believe that the Jets have serious interest in Robert Griffin III, and he believes the team’s “pursuit” of RGIII is simply a leverage play staged for Ryan Fitzpatrick‘s benefit. If the team were to sign Griffin, Corry believes it would be a modest, one-year pact worth between $4MM-$5MM (Twitter link).
- Free agent safety Rashad Johnson was set to meet with the Titans on Friday, but per ESPN’s Josina Anderson, that visit has been pushed back to tomorrow (Twitter link).
- The Raiders appear to be trending upwards, and they have suddenly transformed from a last resort to a desired destination, as Jerry McDonald of InsideBayArea.com writes. Although the team lost out on Malik Jackson, who ultimately signed with the Jaguars, Oakland landed three major free agents–Kelechi Osemele, Bruce Irvin, and Sean Smith–just one year after being spurned by a number of its top free agent targets. As GM Reggie McKenzie said, “It’s good to see people call us and not always have to beg.” McDonald adds that McKenzie is not done spending–the team still has considerable cap space, after all–and the club’s free agent haul, combined with its talented young core, could propel the Raiders back to the playoffs in 2016.
West Notes: Kaepernick, Ware, Dunlap, Irvin
Colin Kaepernick should call the 49ers‘ bluff and rescind his trade request, opines Mike Florio of Pro Football Talk. Kaepernick’s $11.9MM base salary becomes fully guaranteed on April 1 — the Browns reportedly are willing to send a third-round pick to San Francisco in exchange for Kaepernick, but only if the quarterback agrees to lower his salary. The 49ers don’t want to pay that total, either, so Florio argues that if Kaepernick drops his request to be dealt, he forces the Niners to either guarantee him almost $12MM or release him, allowing Kaepernick to choose his next destination.
Here’s more the NFL’s two West divisions…
- We learned earlier today that as part of his restructure, Broncos linebacker DeMarcus Ware can earn back all the money he agreed to cut through sack-based incentives. Per Jeff Legwold of ESPN.com, Ware can earn between $1.25MM and $3.5MM when he hits eight, nine, 11, and 13 sacks. It’s a smart structure by Denver — because Ware posted 7.5 sacks in 2015, every penny of those incentives will be labeled “not likely to be earned,” meaning the club won’t have to carry any portion of that total on its 2016 cap.
- Chargers left tackle King Dunlaps‘s 2016 base salary of $4.5MM became fully guaranteed today, as Michael Gehlken of the San Diego Union-Tribune notes (Twitter link). Dunlap, entering the second year of a four-year deal, will count for roughly $6.34MM on San Diego’s cap next year.
- Former Seahawks linebackers coach — and current Raiders defensive coordinator — Ken Norton Jr. played a large role in luring Bruce Irvin to Oakland, as Irvin explains to Scott Bair of CSNBayArea.com. “I wanted to get back with him,” Irvin said of Norton Jr. “Like I said before, that guy, he’s done a lot for me, not only on the field, but off the field. He saved my career by bringing me from defensive end to a linebacker, so I have the utmost respect for that guy.”
- In a separate column, Florio reports that agents are advising their clients not to sign contracts with the Rams that seem to be bound by Missouri laws. The issue, per Florio, is that California, where the Rams will play next season, has much more pro-labor workers’ rights laws, thus the club would rather the deals be controlled by Missouri language.
Newton, Peterson, Others Get Salary Guarantees
Several NFL players have contracts containing language which states that they’ll get a full or partial salary guarantees for 2016 and/or 2017 if they remained on their respective teams on Friday, the third day of the league year. - Cam Newton, quarterback (Panthers): $13MM base salary for 2016 is now fully guaranteed. Friday is also the deadline
for the Panthers to pick up Newton’s 2020 option for $10MM. - Eli Manning, quarterback (Giants): $17.5MM base salary for 2016 is now fully guaranteed.
- Jay Cutler, quarterback (Bears): $16MM base salary for 2016 is now fully guaranteed.
- Adrian Peterson, running back (Vikings): $7MM base salary for 2016 is now fully guaranteed.
- Julio Jones, wide receiver (Falcons): $11.5MM base salary for 2017 is now fully guaranteed.
- A.J. Green, wide receiver (Bengals): $6MM roster bonus is payable.
- Brandon Marshall, wide receiver (Jets): $9.5MM base salary for 2016 is now fully guaranteed.

Eric Weddle Weighing Four Teams’ Offers
Free agent safety Eric Weddle is weighing offers from four teams and will respond Monday, according to Ian Rapoport of NFL.com (Twitter link). Weddle’s evaluation of each team’s roster, city and schools will factor into his decision, per Rapoport, who adds (on Twitter) that he’ll whittle the four clubs down to two and move forward with negotiations.
Three of the teams chasing Weddle are the Ravens, Cowboys and Steelers, reports Jason La Canfora of CBSSports.com (Twitter link). The other could be the Raiders, who were reportedly “zeroing in on” the 31-year-old as of Thursday.
Weddle has thus far spent his entire career with the Chargers, who selected him in the second round of the 2007 draft. The ex-Utah standout appeared in 137 of a possible 144 regular-season games in San Diego, making 122 starts, piling up three Pro Bowl nods, five All-Pro bids, and 19 interceptions.
Despite Weddle’s success in San Diego, his tenure there ended negatively last season, with the team reportedly informing Weddle that it was fining him $10K for remaining on the field during halftime of a game to watch his daughter perform in a dance ceremony. Weddle and agent David Canter didn’t go public about the fine at first, but the latter opened up after the Chargers placed the safety on IR in Week 17, a move that was made against his wishes. Further, the Bolts notified Weddle that there would be no room for him to travel on the team plane to the regular-season finale in Denver, according to Canter.
Drama aside, Weddle had a productive swan song in San Diego – amassing 76 tackles and six passes defended in 13 games – and he said in February that his motivation was to join a contending team.
“In the next three or four years, are they going to be competitive, are they going to be division winners, are we going to have a chance at the Super Bowl?” Weddle asked hypothetically.
Of the clubs linked to Weddle, the Steelers are the only one coming off a postseason trip and are seemingly the closest to Super Bowl contention. The Cowboys and Ravens are just a season removed from their last playoff appearances, though, and both had terrible luck with injuries during the 2015-16 campaign. The Raiders are stuck in a 13-year playoff drought after going 7-9 last season, but they have an enviable core of young talent and have already added three big-ticket free agents this week in offensive lineman Kelechi Osemele, linebacker Bruce Irvin and cornerback Sean Smith.

Raiders Release Curtis Lofton
The Raiders have released veteran linebacker Curtis Lofton, according to Field Yates of ESPN.com (via Twitter). As a vested veteran, Lofton will immediately become a free agent without having to first pass through waivers.
Lofton, 29, joined the Raiders for the 2015 season after spending his previous seven NFL seasons in Atlanta and New Orleans. After inking a three-year, $18MM deal with Oakland, Lofton failed to make a real impact for the team, starting just nine games and struggling to produce. Pro Football Focus ranked him 94th out of 97 qualified linebackers.
Lofton’s contract stipulated that $3.5MM of his $5.35MM base salary for 2016 would become guaranteed last month, less than a week after the Super Bowl. Vic Tafur of the San Francisco Chronicle indicated earlier this week that the Raiders couldn’t cut the linebacker prior to that date because he was unable to pass a physical due to an arm injury. Indeed, Evan Woodbery of the New Orleans Times-Picayune tweets that Lofton was cut with a failed physical designation today.
While there has been some speculation that Lofton moved his guarantee date back, it appears for now that his $3.5MM guarantee will indeed count against the Raiders’ 2016 cap. If any new info surfaces, we’ll pass it along. Even with that dead money on the cap, Oakland creates $2MM in cap savings with the move.

Free Agent Rumors: Wisniewski, Jaguars, Giants, Sanu
The latest free agent rumors:
- Center Stefen Wisniewski remains an option to return as a starter for the Jaguars, but he is still shopping himself around, Mike Garafolo of FOX Sports tweets. The Jaguars, meanwhile, continue to seek out depth on the offensive line. Cowboys free agent guard Mackenzy Bernadeau is visiting the Jaguars, Todd Archer of ESPN.com tweets.
- New Falcons receiver Mohamed Sanu says that his agent indicated that the Giants, Chargers, Patriots, Bucs, Titans, and Washington were all interested in him, as Vaughn McClure of ESPN.com tweets.
- The Raiders sniffed around Jerrell Freeman but they seem closer to signing a different inside linebacker in Erin Henderson, Vic Tafur of the San Francisco Chronicle tweets. The Jets are also after Henderson, he adds.
- Browns free agent linebacker Craig Robertson is on his way to visit the Seahawks, Mary Kay Cabot of The Plain Dealer tweets.
