Browns Sign Pat Devlin, Cut Ryan Seymour

8:39am: The Browns have made the Devlin signing official, announcing in a press release that they’ve waived offensive lineman Ryan Seymour to make room for the quarterback.

8:12am: With Johnny Manziel experiencing some arm soreness, the Browns will bring in another quarterback for insurance purposes, according to Mike Garafolo of FOX Sports, who reports (via Twitter) that the team is signing former Dolphin Pat Devlin, pending a physical.

Devlin, 27, has never played in a regular-season NFL game, but he spent parts of three seasons with the Dolphins, either on the team’s practice squad or active roster. Last year, he signed to the Vikings’ practice squad in November and spent the last couple months of the season on Minnesota’s unit.

Adam Caplan of ESPN.com first reported last night (via Twitter) that Devlin would be working out with the Browns today. Garafolo added (via Twitter) that the club also “nosed around” Josh Johnson, but Cleveland didn’t bring in Johnson for an audition of his own. With the Browns no longer an option, Johnson will work out today for the Jets, tweets Garafolo.

An MRI on Manziel’s shoulder revealed no structural damage, but the Browns intend to shut down the second-year quarterback for the rest of the preseason, given his elbow soreness, as Tony Grossi of ESPN Cleveland writes. A broken thumb has also sidelined Connor Shaw, so adding Devlin to the roster should help the team finish out the preseason — the newly-added QB seems unlikely to earn a spot on the 53-man squad.

North Notes: Bears, Forte, Brown, Steelers

Earlier today, the Browns announced that backup center Ryan Seymour has been suspended for four games without pay for violating the NFL’s policy on performance enhancing substances. In a statement, Seymour said that he did not “knowingly” take a banned substance and added that he will be “much more careful in the future,” Tony Grossi of ESPNCleveland.com tweets.   • Bears running back Matt Forte has come to the realization that this season might be his last in a Bears uniform, Jeff Dickerson of ESPN.com writes. “All I can do is talk to them about it and they can say yes or no. They said we’re not talking about that type of stuff right now, so all I can do is play football. I’ve come to the realization that every run or catch that I may have might be my last in a Bears uniform, so if they don’t want to re-sign me, I’ll have to play somewhere else,” Forte said.
  • Steelers wide receiver Antonio Brown‘s desire for an extension is “fueled by” the deals given to Dez Bryant, Demaryius Thomas, and T.Y. Hilton, Jason Cole of Bleacher Report (video link) hears. The Steelers are listening to Brown’s requests, but if they rework his deal, they want to wind up with a contract that will put him under club control for the remainder of his career.
  • Browns GM Ray Farmer told Grossi (Twitter link) that quarterback Connor Shaw underwent surgery on Monday morning. He adds that Shaw suffered ligament damage and not a broken thumb as some believed earlier.
  • Harland Gunn and Dionte Savage were among the offensive lineman that worked out for the Lions last week, Dave Birkett of the Detroit Free Press tweets.

Today’s minor moves around the NFL:

  • The Packers have informed running back DuJuan Harris they will not extend him an exclusive rights tender, Tom Silverstein of the Journal Sentinel tweets.
  • The Ravens are expected to assign an exclusive-rights free agent tender to running back Fitzgerald Toussaint, Aaron Wilson of The Baltimore Sun tweets.
  • The Steelers have offered one-year deals to restricted free agents Antwon Blake, Will Johnson, and Robert Golden, Scott Brown of ESPN tweets. All three will get the lower tender, according to Ed Bouchette of the Pittsburgh Post-Gazette (on Twitter).
  • The Cardinals announced they’ve re-signed Alameda Ta’amu to a one-year contract, as Mike Jurecki of FOX Sports tweets. The Cards decided not to tender him but they have retained him at a lower salary.
  • The 49ers will restructure their deal with safety Craig Dahl, according to Aaron Wilson of The Baltimore Sun (on Twitter). It’s now a one-year, $1.3MM deal with a $200K signing bonus, a $175K roster bonus, and a $50K workout bonus.
  • The Buccaneers announced that they have re-signed defensive ends Larry English and Lawrence Sidbury, tight end Luke Stocker and linebacker Jason Williams.
  • The Ravens have assigned a $510K exclusive rights tender to offensive lineman Ryan Jensen, a source tells Aaron Wilson of The Baltimore Sun (on Twitter). Wilson (link) also hears that the Ravens have given wide receiver Kamar Aiken a $585K exclusive rights tender.
  • The Ravens gave cornerback Tramain Jacobs a $510K tender, per Wilson (link).

  • The Bills announced that they have extended the contract of kicker Jordan Gay, according to ESPN.com’s Mike Rodak (via Twitter).
  • The Browns announced that they have tendered qualifying offers to four of their restricted free agents: free safety Tashaun Gipson, defensive back Johnson Bademosi, defensive lineman Ishmaa’ily Kitchen, and linebacker Craig Robertson, Nate Ulrich of the Akron Beacon-Journal tweets. It’s a second-round tender for Robertson, according to Mary Kay Cabot of The Plain Dealer (on Twitter). Gipson also gets the second-round tender, according to Ulrich (link).
  • The Ravens have sent a second-round restricted tender $2.356MM to Pro Bowl kicker Justin Tucker, a source tells Aaron Wilson of The Baltimore Sun (on Twitter).
  • The Steelers announced that they have agreed to terms with veteran tight end Matt Spaeth on a two-year deal. The 31-year-old appeared in 15 regular-season games in 2014 (eight starts) and caught three passes for 46 yards and a touchdown, and also started the Steelers’ playoff game against Baltimore.
  • The Buccaneers are not expected to tender an offer to fullback Jorvorskie Lane, Greg Auman of the Tampa Bay Times tweets. They could bring Lane, an ERFA, back on a different deal later, however. Lane had a tough year in 2014. He was hit with a two-game suspension for violating the league’s policy on performance enhancing substances in October and his season ended in November after he underwent surgery on his injured right leg.
  • The Broncos have placed the low-level contract tender on restricted free agent defensive back Tony Carter, extending him a one-year offer worth $1.542MM, per Mike Klis of the Denver Post. The move gives Denver the right to match any offer sheet Carter signs with another team, and according to Ian Rapoport of NFL.com (Twitter link), there may be strong outside interest.
  • The Cowboys have placed one-year tenders of $1.542MM each on restricted free agent punter Chris Jones and restricted free agent running back Lance Dunbar, sources tell Brandon George of The Dallas Morning News. Dunbar is the Cowboys’ third running back and tendering him gives Dallas some insurance if DeMarco Murray signs with another team in free agency. He also gives them a reserve back in the event that they have to cut ties with Joseph Randle.
  • The Browns announced that they have re-signed offensive lineman Ryan Seymour. Seymour, 25, appeared in 11 games during the 2014 season, starting three at center. Nick McDonald was originally the team’s choice at center after Alex Mack went down with a broken leg, but Seymour eventually got his chance at the job.
  • The Panthers have re-signed wide receiver/kick returner Brenton Bersin to a one-year deal, a source tells Joe Person of the Charlotte Observer (via Twitter). Bersin was an exclusive rights free agent.
  • The Panthers announced that they re-signed Fozzy Whittaker on a two-year deal, according to Person (on Twitter). The tailback had 32 carries for 145 yards last season and also contributed on kick returns. Linebacker Ben Jacobs and center Brian Folkerts got one-year deals to remain in Carolina (link). Tackle Kevin Hughes is the only Panthers ERFA who wasn’t tendered an offer (link).

Browns Place Mack On IR, Promote Seymour

Just five games into his lucrative new five-year contract, Browns center Alex Mack has been shut down for the 2014 season. The team announced today (via Twitter) that the standout offensive lineman has been placed on injured reserve, with practice squad lineman Ryan Seymour joining the 53-man roster to take Mack’s place.

Mack, who left Sunday’s game against the Steelers on a cart after suffering a leg injury, was diagnosed with a broken fibula. While there was some hope that he’d be able to undergo surgery and return in eight to 10 weeks, today’s move signals that the injury will sideline Mack for the entire season. His new contract with the team ensures that Mack will receive his $10MM salary for 2014 and will be in line for a fully guaranteed salary of $8MM in 2015.

The loss will be a significant one for the Browns, considering Pro Football Focus (subscription required) has graded Mack as a top-10 center during each year he’s been in the league — he was off to a typically strong start in 2014, having ranked third among centers through the first six weeks of the season. For now, right guard John Greco appears set to slide over to center, with Paul McQuistan the most likely candidate to fill in at right guard.

The Browns also made a couple more minor roster moves today, according to Aaron Wilson of the Baltimore Sun, who tweets that the team signed defensive lineman Christian Tupou to the practice squad and cut defensive back Isaiah Trufant from the injured reserve list.

AFC North Notes: Rice, Browns, Thompson

When Terrell Suggs lifted himself off of Cam Newton on the final play of the Panthers’ first drive last Sunday, he thought sack-less streak was over. However, the Ravens linebacker learned later that he only got credited for a half sack, sharing it with fellow outside linebacker Elvis Dumervil. “I’m definitely fighting the NFL on that,” Suggs said laughing, according to Jeff Zrebiec of The Baltimore Sun. “I’m definitely sending [the tape] in.” More from the AFC North..

  • The NFLPA announced that former United States District Judge Barbara S. Jones has been appointed by commissioner Roger Goodell to hear and decide the appeal filed on behalf of Ravens running back Ray Rice. “We are grateful to Judge Jones for taking on this role,” said commissioner Goodell. “She will have our full cooperation as she hears and decides this appeal.”
  • It’s too early to say that Browns first-year defensive coordinator Jim O’Neil is “under fire,” but his side of the ball has underperformed through three games this season, writes Tony Grossi of ESPNCleveland.com. Reporters asked O’Neil about a number of the Browns’ issues today, from Joe Haden‘s early struggles to whether Barkevious Mingo has fallen short of his expectations as a pass rusher.
  • Wideout Deonte Thompson is currently earning a weekly salary of $17K on the Ravens‘ practice squad, well above the standard rate of $6.3K, tweets Aaron Wilson of the Baltimore Sun. As Brian McIntyre notes (Twitter links), several other practice squad players are also earning above the minimum rate, including Browns guard Ryan Seymour ($10K), Vikings fullback Zach Line ($10K), Seahawks receiver Phil Bates ($7.3K), and 49ers cornerback Leon McFadden ($6.5K).

Practice Squad Updates: Wednesday

We’ll track many of Wednesday’s practice squad updates right here, with the latest moves added to the top of the list throughout the day:

  • The Browns signed offensive lineman Ryan Seymour to the practice squad and released fellow offensive lineman James Brown from the practice squad to make room, according to Nate Ulrich of the Beacon Journal (on Twitter).
  • The Eagles have filled the final opening on their practice squad by signing wideout Cobi Hamilton, the team announced today (Twitter link). Hamilton was selected by the Bengals in the sixth round of the 2013 draft, but was cut by the team before this season.
  • Cornerback Onterio McCalebb and tight end Ryan Otten have joined the Bengals‘ practice squad, filling out the final two spots on the unit, according to the team (Twitter link).
  • The Panthers have brought back offensive lineman Derek Dennis for their practice squad, tweets Joseph Person of the Charlotte Observer. Dennis was a roster casualty when Carolina trimmed its roster down to 53 players at the end of the preseason.

Browns Sign Gerell Robinson, Cut Two Players

The Browns have added a pair of players to their 53-man roster, announcing today that they’ve signed tight end Gerell Robinson and activated wideout Marlon Moore from the reserve-suspended list (Twitter link). To make room for the incoming players, Cleveland has waived offensive lineman Ryan Seymour and released cornerback Aaron Berry.

Robinson had been on the Broncos’ practice squad, making him the latest player to make the move from Denver’s practice squad to Cleveland’s active roster. Offensive lineman Vinston Painter made the same jump a week ago. As for Moore, he has served his one-game suspension, but it’s hard to tell where he’ll fit in even on a Browns receiving corps that’s missing Josh Gordon. The 27-year-old has caught just 19 passes in four NFL seasons.

In addition to the changes made to their 53-man roster, the Browns also shuffled their practice squad, according to Nate Ulrich of the Akron Beacon Journal, who tweets that linebacker Justin Staples was cut to make room for wideout Ifeanyi Momah.

Sunday Transactions: AFC North

Listed below are the Sunday roster moves for the four AFC North teams. Following the 53-man roster cutdown deadline yesterday, many teams will make slight tweaks to their rosters, claiming players off waivers or signing guys who clear waivers. Those transactions are noted below.

Additionally, as of 11:00am CT today, teams can begin constructing their 10-man practice squads. For the 2014 and 2015 seasons, changes were made to practice squad rules that allow teams to carry eight players instead of 10, and the eligibility requirements for those extra two spots were also loosened. You can check out our glossary entry on practice squads to brush up on those changes, as well as all the other guidelines that govern the 10-man units, whose players practice with the team but aren’t eligible to suit up on Sundays.
