Updated Slate Of NFL Players On CFL Negotiation List Revealed

The Canadian Football League has long used a negotiation list for its teams to acquire the rights to active NFL players. That remains the case in 2025, and after a few updates were revealed earlier the full list is now available.

A recent piece from TSN’s Marshall Ferguson breaks down nine of the most notable names who have been added to the list recently. These players are not assured of heading north of the border at any point in their careers, of course. The list merely dictates which CFL teams own their negotiating rights in the event they do attempt to play in the league.

Shedeur Sanders is among the members of the 2025 (NFL) draft class who have been added recently. His CFL rights belong to the Toronto Argonauts. Any time spent north of the border would certainly come as a surprise, as the fifth-round rookie is positioned to occupy at least a depth role with the Browns for the coming years. A path to the starting gig could also emerge depending on how the team’s four-man competition plays out this summer. Fellow quarterback Max Duggan – who has spent time in the Chargers’ organization and with the UFL’s St. Louis Battlehawks – is also on the Argonauts’ list.

Other signal-callers who find themselves on the negotiation list include former Saints draftee Ian Book (who has made just one regular season appearance in his career) and New Mexico State/Vanderbilt product Diego Pavia. The rights to both of them belong to the Winnipeg Blue Bombers. The Hamilton Tiger-Cats, meanwhile, have added former Colts UDFA Kedon Slovis to their negotiation list.

In addition to Trey Lance, the Saskatchewan Roughriders have the rights to Canadian Chase Claypool. The former second-rounder flashed considerable potential with the Steelers, but an ill-fated trade acquisition on the part of the Bears did not pan out as hoped. Claypool, 26, was unable to carve out a regular role with the Dolphins in 2023 and missed last season due to injury.

Another Canadian on the list is Eagles safety Sydney Brown. The London, Ontario native’s rights belong to Toronto, although his attention will of course remain focused on helping Philadelphia repeat as Super Bowl champions in 2025. Fellow defensive back Steven Gilmore – the younger brother of Stephon Gilmore – has been added to the BC Lions’ negotiation list.

Negotiating rights can (and do) get traded in the CFL based on positional need when teams attempt to acquire players such as the ones listed above. The end of NFL training camps brings about roster cuts and, oftentimes, an influx of players north of the border during the middle of the CFL campaign. The current team-player pairings on the negotiation list will be key in determining where players who wind up becoming available land in the event they attempt to continue their careers in Canada.

Slovis went to camp with the Colts, joining the team as a UDFA this year. Houston placed Case Keenum on IR and released Tim Boyle, who is now the Dolphins’ P-squad QB. Slovis, who played at USC, Pittsburgh and BYU in college, is now the Texans’ de facto third-stringer.

Shelley has 11 career starts — with the Bears and Vikings — on his resume. He joined the Raiders last year but ended up with the Rams, playing in 11 games as a backup. The Giants have spent time searching for a cornerback answer, having not been too satisfied with their Cor’Dale FlottNick McCloud CB2 competition. New York did not make any waiver claims at the position Wednesday.

Reagor, who played for the Patriots last season, is back after being released earlier this week. The former Minnesota first-rounder played in 11 New England games last season, returning a kick for a touchdown. Latu joins the Browns after being a 49ers cut. The 2023 third-round pick missed all of last season with an ACL tear. Jefferson is back with the Bolts hours after being released.

Buffalo’s decision to cut Jones marks a blow to his efforts in finding a roster spot on a new team. Considering the latest report on his status, however, it does not come as a surprise. The Bills dealt with a number of injuries at the linebacker spot last season and Matt Milano will miss extended time in 2024 due to a biceps tear. In spite of that, the team will look elsewhere for depth options unless Jones is retained via the practice squad later this week.

Colts Sign Seven UDFAs

After adding nine rookies via the draft, the Colts are continuing to add first-year players to their roster. The team announced that they’ve signed seven undrafted free agents, including a pair of quarterbacks:

Interestingly, the Colts listed former Kansas signal caller Jason Bean as both a quarterback and wide receiver. That’s not a complete surprise considering the rookie’s running ability. In three seasons at Kansas, Bean rushed for 901 yards and nine touchdowns on 178 carries. With Anthony Richardson atop the depth chart and Joe Flacco in place as the backup, Bean’s best shot at a roster spot will surely come at a different position. Kedon Slovis will have a similar uphill battle to make Indy’s roster. The quarterback had an up-and-down college career, with his 30-touchdown campaign as a freshman in 2019 representing his career-high. He most recently got into eight games at BYU, tossing 12 touchdowns vs. six interceptions.

Among all the UDFAs, Spencer Shrader probably has the most realistic shot at a roster spot, as the rookie will compete with veteran Matt Gay for the Colts’ primary kicker spot. Shrader finished his college career having connected on only 68.3 percent of his field goal attempts, although he was 156-for-158 on his extra point tries.

Colts Sign QB Kedon Slovis As UDFA

Once the seventh round of the 2024 draft concluded, reports quickly emerged regarding undrafted free agents agreeing to deals. A number of quarterbacks have already found a home, and that includes Kedon Slovis agreeing to terms with the Colts (h/t NFL Network’s Tom Pelissero).

The 23-year-old began his career at USC, and he stormed onto the scene in 2019. That season, he threw for 3,502 yards while recording a 30:9 touchdown-to interception ratio. As a result of that production, Slovis earned Freshman Player of the Year honors and was named a freshman All-American. Things did not go according to plan after that point, however.

Slovis was limited to 15 games over the following two seasons due to the pandemic and a leg injury. That was followed by a transfer to Pitt, and a single campaign there did not yield the desired results. Slovis then transferred once again, moving to BYU. He again struggled with turnovers as a Cougar while missing four games due to injury in 2023. To little surprise, then, he did not hear his name called this weekend.

Indianapolis already has the QB1 gig accounted for with Anthony Richardson. The team lost effective backup Gardner Minshew in free agency, something which prompted the signing of veteran Joe Flacco. The latter will be counted on to provide capable play under center should Richardson once again miss time through injury in 2024. Slovis will compete for the No. 3 role alongside 2021 sixth-rounder Sam Ehlinger.

Not content to only bring Slovis into the fold at the QB, the Colts have also brought in Jason Bean. The North Texas and Kansas alum has also been signed as a UDFA, per his agency. Bean made 30 starts in college, and 2023 marked his best season with the Jayhawks (2,130 yards, 18 touchdowns) He and Slovis will look to earn a roster spot on what is suddenly a crowded quarterback depth chart in Indianapolis.
