Extension Candidate: Roquan Smith

Although the Bears have a new regime in place, one that has gutted the previous staff’s front seven, Roquan Smith‘s status with the organization still appears secure.

One season, at a fifth-year option price of $9.74MM, remains on the linebacker’s rookie contract. New Bears GM Ryan Poles is planning to discuss a Smith extension, per Adam Jahns of The Athletic (subscription required). The prospect of a new deal before the season looms, though it is not a lock.

“I don’t know if that’s how we’re going to handle it, but I would like to,” Poles said, via ESPN.com’s Courtney Cronin. “Obviously the earlier you get to that, the better. But also with a new staff, we may wait a little bit, too.”

The rebuilding Bears no longer have too much money tied to their defense, with several veteran deals coming off their books in March. Smith, who said in April he “absolutely” seeks a long-term Chicago stay, represents the team’s front-seven cornerstone and would make sense as the first big defensive investment for Poles and Matt Eberflus. Though, the off-ball linebacker market has changed considerably since the Ryan Pace regime drafted Smith.

The talented off-ball ‘backer has been a starter since going off the 2018 draft board eighth overall, teaming with Danny Trevathan in Vic Fangio-, Chuck Pagano– and Sean Desai-coordinated 3-4 schemes. The Bears are shifting to a 4-3 alignment under new Eberflus, but teams pay up for defenders’ sub-package usage. Smith, 25, has been a three-down player throughout his career.

Smith is coming off another strong season, one in which he paired 163 tackles with three sacks and a pick-six. He has 14 career sacks and also accumulated 30 tackles for loss over the past two seasons. Smith’s 30 TFLs since 2020 not only lead all off-ball linebackers by a wide margin; that total sits second to only T.J. Watt among all linebackers. While no Pro Bowls appear on Smith’s resume, the four-year veteran has received second-team All-Pro nods in each of the past two years.

Poles has moved four Pace-era extensions off the roster, taking on some dead money to do so. He signed off on cutting Trevathan, a six-year Chicago starter, and nose tackle Eddie Goldman, who was a D-line first-stringer for six years. The Bears traded Khalil Mack, severing ties with the All-Pro edge rusher after four seasons (and taking on $24MM-plus in dead money). Six-year D-end starter Akiem Hicks signed with the Buccaneers on Tuesday. Robert Quinn has been with the Bears two years and broke Richard Dent‘s single-season team sack record in 2021. But the 11-year veteran does not seem a fit on a team that looks unlikely to contend this season. Quinn, 31, is believed to want out. Smith, however, is much younger than his longtime teammates, being squarely in his prime.

Smith’s option price would have been higher were he selected to a Pro Bowl. That promises to come up once the Bears begin negotiations in earnest; so do the second-team All-Pro accolades. The top of the linebacker market moved last year, with Fred Warner ($19MM per year) and Darius Leonard ($19.7MM AAV) using the C.J. Mosley and Bobby Wagner contracts as springboards to raise the ceiling of a positional landscape that looked drastically different prior to Mosley’s 2019 Jets pact ($17MM AAV).

Eberflus’ past with Leonard certainly bodes well for Smith. Still, a gap between the Leonard-Warner-Mosley tier and the field exists. Only two other traditional linebackers — Deion Jones (on a 2019 extension, one that may be shed soon) and ex-teammate Foyesade Oluokun — currently earn at least $14MM per year. The salary cap’s renewed growth, following its second-ever reduction in 2021, also stands to help extension-seeking players this year.

The gaps in between these linebacker salary tiers create some space for Smith’s camp to negotiate while also injecting some uncertainty into the talks. Smith can set his price above Jones ($14.25MM per year), Oluokun ($15MM AAV) and probably Mosley, but it will be interesting to see how the Bears’ new regime values him in comparison to first-team All-Pros Warner and Leonard.

NFL Staff Notes: Steelers, Browns, Broncos, Bears, Panthers, Buccaneers

The Steelers recently promoted former vice president of football & business administration Omar Khan to replace former general manager Kevin Colbert. We also knew that Khan was bringing in Eagles former vice president of player personnel Andy Weidl and Commanders former college scout Sheldon White. We now know that Weidl will serve as assistant general manager and White will be in the role of director of pro scouting.

Additionally, according to Brooke Pryor of ESPN, Khan has promoted existing staffer Dan Colbert, the son of the former general manager. The younger Colbert had served as a veteran college and pro scout and will now be elevated to a senior-level position.

Pryor also provides an additional note that Khan will continue the Steelers’ player personnel tradition of not conducting contract negotiations during the NFL season.

Here are a few other staff hires from around the NFL, starting with another hire in the AFC North:

  • The Browns have also made an addition to the player personnel staff, according to Neil Stratton of Inside the League. Cleveland will bring in Eagles scout Shawn Heinlen. Heinlen was assigned by Philadelphia to cover the Southwest area for the last four seasons and is expected to play a similar role in Cleveland. Before his time with the Eagles, Heinlen spent 16 years in Buffalo.
  • Denver announced some title changes to existing staff in their scouting department. 16-year Broncos staffer Eugene Armstrong will go from Southwest area scout to covering the Southeast area in his 17th season in Denver. Area scout Deon Randall will change areas, too, going from the Northeast area to the Southwest area in his sixth season with the Broncos. Chaz McKenzie spent last season as a Nunn-Wooten Scouting Fellow for the Broncos and will take over for Randall as the Northeast area scout.
  • The Bears are adding a former NFL player and scout in Reese Hicks, according the Stratton of Inside the League. After playing offensive line for the Texans, Bengals, Broncos, and Chargers, Hicks branched out into the scouting world. He has spent the last three seasons as a pro scout for the Falcons. Hicks will serve as the Bears West Coast area scout.
  • Carolina is also adding a former NFL player, hiring Michael Coe to become their New England area scout, according to Stratton once again. Coe spent seven seasons in the NFL as a cornerback for the Cowboys, Jaguars, Dolphins, Giants, and Colts. Since his time in the NFL, Coe has worked in the role of Director of Football Operations for the Senior Bowl.
  • According to Greg Auman of The Athletic, Tampa Bay has added two new scouting assistants. Emmett Clifford is joining the Buccaneers after spending the last two years as a film analyst in Cleveland. The other new scouting assistant, Korey Finnie, was last a student manager and assistant with Tulane football.

NFC Rumors: Jenkins, Eagles, Seahawks, Rams

Offensive lineman Teven Jenkins was taken in the second round of the 2021 NFL Draft last year by the Chicago Bears, but only got a small portion of his rookie season to earn a spot on the line. Well, according to Adam Jahns of The Athletic, the new Bears’ staff is giving him the best chance, alongside fellow 2021 Draft pick Larry Borom, to start at right or left tackle.

Jenkins underwent back surgery in the preseason last year and was placed on injured reserve. He returned and made his debut in early December, playing on special teams. An injury to left tackle Jason Peters opened the door for Jenkins and he subbed in for the next two weeks, returning to a reserve role after that.

New offensive line coach Chris Morgan has been pleasantly surprised by the two second-year players, so far, but remarks that “everything changes once the pads come on.” It appears, though, that, for now, the starting tackle jobs are Jenkins and Borom’s to lose.

Here are some other rumors from around the NFC, starting with a rumor out of the City of Brotherly Love:

  • The Eagles were the franchise that mercifully and excitedly put an end to the slide of presumed first-round pick Nakobe Dean. Dean ended up falling to the third round due to projections about his long-term health. The Eagles could’ve gone another route, though, according to Zach Berman of The Athletic. Berman says that Philadelphia reportedly had multiple trade offers to move back from the pick they used to select Dean. Due to their significant lack of of Day 3 picks, it would have made all of the sense in the world for them to take one of those teams up on their offers, but, lo and behold, the Eagles stood pat and drafted Dean, a testament to the confidence they have in his addition.
  • The Eagles weren’t the only team looking at the possibility of moving. According to Brady Henderson of ESPN, “the Seahawks tried to trade up into the late first round” of the 2022 NFL Draft for Penn State outside linebacker Arnold Ebiketie. Like Philadelphia, Seattle stood pat, hoping he may slide to them in the second round. Unfortunately for the Seahawks, Atlanta moved up to select Ebiketie two spots in front of them. Seattle ended up selecting Minnesota outside linebacker Boye Mafe instead. Mafe is no consolation prize but a strong pick in his own regard, having generated first-round buzz before slipping to the front of the second round. Seattle swung and missed on Ebiketie, but they most certainly did not strike out when they landed Mafe.
  • The Rams won Super Bowl LVI despite the losses before the game of tight end Tyler Higbee and safety Jordan Fuller. Fuller suffered an ankle injury in the team’s Week 18 loss to the 49ers and Higbee suffered a knee injury in the NFC Championship game. Both players underwent offseason surgery and, according to Jourdan Rodrigue of The Athletic, are “working their way back up to full football activity.”

NFL Staff Notes: Bears, Jaguars, 49ers, Raiders

New Bears general manager Ryan Poles announced several promotions and additions to the team’s scouting and football administration departments this week.

Breck Ackley has been promoted from area scout to assistant director of college scouting. Former pro scout Chris White is now assistant director of pro scouting. Former national scouts Sam Summerville and Francis Saint Paul have added “senior” to the their titles. Ashton Washington made a large leap going from a scouting assistant to player personnel coordinator. Fellow former scouting assistant Charles Love has been made a pro scout. In terms of area scouts, John Syty will now cover the Southwest area, Brendan Rehor will cover the Southeast area, Tom Bradway comes from the Raiders to cover the Northeast area, and former long-time Texans scout Ryan Cavanaugh comes from Ohio State to cover the Midwest area. Finally, Ryan Weese joins the staff from Montana State as a scouting assistant.

Mike Santarelli has been promoted from director of football systems to executive director of football technology. Former salary cap/pro scouting analyst James Cosh has been promoted to manager of football administration/pro scout.

Here are a few other staff hires from around the NFL:

  • According to Albert Breer of Sports Illustrated, former 49ers vice president Ethan Waugh has been hired by Jacksonville in the role of assistant general manager, rejoining Jaguars general manager Trent Baalke, whom he worked with from 2005-16. With Waugh out of the picture, San Francisco’s player personnel hierarchy is much clearer with assistant general manager Adam Peters and director of player personnel Ran Carthon directly under general manager John Lynch.
  • The Raiders have made an addition to their football analytics department, according to ESPN’s Seth Walder, hiring Brad Goldsberry away from Chicago to serve as director of football systems.

Latest On Bears’ Robert Quinn

The 2022 offseason has seen plenty of changes on the field and in the front office in Chicago. The team’s defense has seen a number of high-profile players depart, which led to Robert Quinn being named as a potential trade candidate. 

On that point, CBS Sports’ Jason La Canfora reports that “Quinn wants out of Chicago”. The 32-year-old earned his third Pro Bowl nod with 18.5 sacks last season, a major increase from his previous year in the Windy City. Chicago’s front seven has seen a number of departures, though, including fellow pass-rusher Khalil Mack being traded to the Chargers.

That prompted speculation Quinn could be on the move as well, and it came out in April that teams were calling the Bears regarding his availability. At that time, it was reported that Quinn was not looking to be moved, making today’s writing quite noteworthy. He is under contract through 2024 on his current deal and the Bears are in better shape financially than most other teams at this point. On the other hand, his cap hit of over $17.1MM will be the highest on the Bears in 2022 if he remains on the team.

Publicly, the Bears have maintained that they are not shopping Quinn, something which La Canfora confirms is still the case now. Overall, he describes this situation as one which “will only fester” if the team performs at a similar level to last season, which could lead to Quinn being a prime candidate at the trade deadline. In that situation, remarks Quinn made in the spring could ring true.

“At the end of the day, it’s a business. Again, you see Khalil Mack getting traded. Again, it’s just a business. Don’t dwell on it, too crazy.”

Bears High On Third-Rounder Velus Jones

  • The Bears used one of their 11 picks in last month’s draft to add to its receiving corps, selecting Velus Jones in the third round. The team is high on his speed and versatility, leading to the new coaching staff having “big plans” for the 25-year-old. “Let’s start out at receiver and then let’s see what he can do, moving him around to different spots and getting him the ball, because he is an explosive athlete” head coach Matt Eberflus said, via ESPN’s Courtney Cronin. After transferring from USC to Tennessee, Jones produced both on offense and special teams, recording 807 receiving yards and leading the SEC in both punt and kick return yardage in 2021.
