Top 2017 Free Agents By Position 3.0: Offense

The initial wave of NFL free agency is now complete, and while many of the league’s top available players are now off the board, there are still plenty of quality options still on the open market.

Listed below are our rankings for the top 15 free agents at each offensive position. These rankings aren’t necessarily determined by the value of the contracts – or the amount of guaranteed money – that each player is expected to land in free agency. These are simply the players we like the most at each position, with both short- and long-term value taken into account.

Restricted and exclusive-rights free agents, as well as players who received the franchise tag, aren’t listed here, since the roadblocks in place to hinder another team from actually acquiring most of those players prevent them from being true free agents.

We’ll almost certainly be higher or lower on some free agents than you are, so feel free to weigh in below in our comments section to let us know which players we’ve got wrong.

Tony Romo is not a free agent…at least not yet. If the Cowboys do not find a suitable trade and release him, you’ll find him at the top of this list.

Laugh if you must, but Cutler is far and away the best quarterback available on the open market. While most of this year’s QB-needy teams are done with their free agent shopping, the Jets are still searching for their 2017 starter and no one would make more sense for them than Cutler. He’s not all that far removed from playing solid football and he’s a logical transitional option for the Jets until they can isolate a better, younger option for 2018. Jay Cutler (Vertical)

Kaepernick’s reps wisely told the press that he will be standing for the National Anthem this year. Still, Kaepernick is an outspoken guy who wants to use his platform to discuss hot button issues, so there’s no guarantee that the media circus around him will cease. Jets owner Woody Johnson loves seeing his team on the back pages of the New York tabloids, but even he has to have more sense than to entertain Kaepernick. McCown, who has been contact with the team, would be an okay choice if they can’t get something done with Cutler. Chase Daniel could be an option too, but there isn’t much game film on him.

Needless to say, the No. 3 ranked player on this list isn’t an option in New York.

Adrian Peterson (vertical)The Vikings have moved on and Peterson will not be back in Minnesota. Where he goes from here is anyone’s guess. When Peterson’s option was declined by the Vikings earlier this month, there were tons of stories (likely sourced by Peterson’s camp) about interest from a litany of contenders. Since then, each team – through anonymous sources – has denied being in the mix for the veteran. It would be easy to doubt Peterson at this juncture, but he has come back from serious injuries multiple times in his career and he is only one year removed from his stellar 2015 campaign. He gets the top spot over the bruising Blount as well as Charles, who hasn’t been healthy in a long while.

Jennings was brought to New York with the idea that he would be the team’s workhorse. Unfortunately, two of his three seasons with the G-Men were marred by injury. Jennings is currently putting his agility to good use on Dancing With The Stars and it remains to be seen how committed he is to football. After that, we have a trio of vets (Hightower, Williams, CJ2K) who could still advance the ball in limited spurts.

In case you’re wondering – Mike Gillislee is not listed here because he is a restricted free agent.

FA Rumors: Butler, Poe, Z. Brown, Raiders

Restricted free agent cornerback Malcolm Butler didn’t emerge from his Saints visit on Thursday with a deal, but the meeting “went well,” a source told Ian Rapoport of NFL.com (Twitter link). As of now, there remains motivation on both sides to hammer out an agreement, Rapoport adds. PFR’s Zach Links laid out a few potential scenarios earlier this week involving Butler, who would surely net the Patriots a quality return in a trade.

More free agency-related news:

  • The offer that defensive tackle Dontari Poe accepted from the Falcons on Thursday was worth less than the Jaguars’ proposal, reports ESPN’s Josina Anderson (Twitter link). Before taking a one-year, $8MM deal (plus incentives) with the reigning NFC champions, Poe turned down the Jags’ fully guaranteed $9MM (and incentives). Head coach Dan Quinn was key in talking Poe into joining the Falcons, relays Anderson.
  • It doesn’t appear that linebacker Zach Brown‘s powwow with the Raiders will lead to a deal, as a source told ESPN’s Adam Caplan that it “looks like a no-go right now” (Twitter link). Although Brown had a stellar 2016 with Buffalo and currently ranks as PFR’s top available linebacker, the market for his services has been tepid.
  • Wide receiver Andre Holmes met with the Bills on Thursday, one day after there were reports that he had signed with them, per Mike Garafolo of NFL.com (via Twitter). It turns out the Bills offered Holmes a three-year, $4.5MM accord, which the NFLPA accidentally documented as a done deal.
  • Linebacker Dekoda Watson visited the Seahawks on Thursday, tweets ESPN’s Field Yates. The 29-year-old Watson is a journeyman who has played for five teams, including the Broncos last season. He served as an integral special teams cog in Denver, which would like to re-sign him.

Bills Make Offer To WR Andre Holmes

4:53pm: A Bills spokesperson also says that Holmes has not signed (Twitter link via Mike Rodak of ESPN.com).

It seems that the Bills offered Holes a three-year, $4.5MM deal and the NFLPA accidentally documented it as a done deal rather than an offer. Now, the entire football world knows the exact terms of the Bills’ offer to Holmes, which could be detrimental to both sides. The deal could still go down, but as of right now, Holmes remains a free agent.

3:40pm: Hold up. Holmes took to Twitter to say that any reports of him signing with any team at this time are false. This is a strange development, particularly since ESPN’s report cites NFLPA documents.

3:29pm: It’s rare that NFL free agent deals become official before leaking out, but that’s exactly what happened with the Bills and wide receiver Andre Holmes. Wide receiver was a big need for the Bills coming into free agency and the Holmes pickup doesn’t totally check that box. He can be a valuable supporting cast member behind star Sammy Watkins, but it would be a bit underwhelming to see the Bills go into the season with Watkins, Holmes, Dezmin Lewis, and free agent pickups Philly Brown and Jeremy Butler as their top five wide receivers. Walt Powell and Kolby Listenbee are also under contract, giving the team seven receivers in total.

Andre Holmes To Visit Lions

Detroit was one of six teams with reported interest in Holmes earlier this month, a list that also included the Raiders, 49ers, Redskins, Jets, and Bears. As of yet, the Lions have mostly focused on defensive additions this offseason, with their one offensive signing being tackle Ricky Wagner. Wide receiver Corey Brown took a visit with the club on Friday, however, while the Lions have also been linked to pass-catchers Andre Roberts, Jared Cook, and Darren Fells.

AFC Contract Details: Okung, Penn, Pacman

AFC West:

  • Russell Okung, T (Broncos): Five years, $53MM. No guaranteed money. Option after year one. $2MM base salary, $1MM workout bonus, and $2MM Week 1 roster bonus for 2016. Up to $3MM in incentives available in 2016 ($1.5MM for 80% of snaps, $3MM for 90% of snaps). Option must be exercised between fifth day after Super Bowl and first day of 2017 league year. Raiders Sign Andre Holmes

6:40pm: The Raiders officially announced the deal, as Scott Bair of CSNBayArea.com tweets.

8:02am: The Raiders and wide receiver Andre Holmes reached an agreement on a one-year deal, according to Ian Rapoport of NFL.com (via Twitter). Rapoport reports that the one-year pact can be worth up to $3MM, and includes $1MM in fully guaranteed money.Andre Holmes (Vertical)

According to Mike Garafolo of FOX Sports (Twitter link), the deal, as described by Rapoport, is the offer the Raiders have had on the table “for a while now.” Garafolo describes the incentives in the deal as very attainable, suggesting that Holmes has a decent chance to max out the value of the one-year pact.

Holmes, 27, has spent the last three seasons with the Raiders, enjoying his best year in 2014, when he set career highs by recording 47 receptions for 693 yards and four touchdowns. With Michael Crabtree and Amari Cooper in the mix last season for the first time, Holmes saw his role reduced, catching just 14 balls for 201 yards, though he still found the end zone four times.

While Rod Streater is no longer in the mix in Oakland, having agreed to a deal with the division-rival Chiefs, the Raiders’ wide receiving corps in 2016 should look fairly similar to the 2015 unit. Crabtree, Cooper, and Holmes will all be back, as will promising youngster Seth Roberts, who had 32 catches in his rookie campaign.

Holmes reportedly drew some level of interest from the Eagles, Lions, Vikings, and Bengals before agreeing to stay with the Raiders.

AFC FA Rumors: Weddle, Holmes, Fitzpatrick

The Steelers were among the teams rumored to be in the hunt for safety Eric Weddle, who ultimately agreed to join the division-rival Ravens, but Jason La Canfora of CBSSports.com (Twitter link) hears that Pittsburgh didn’t make a formal contract offer to the safety. According to La Canfora, the Steelers stopped monitoring Weddle’s market over the weekend, shifting their focus to landing an offensive tackle.

Meanwhile, the Patriots were also a team frequently cited as a potential suitor for Weddle, but New England wasn’t one of the finalists for his services, according to Peter Schrager of FOX Sports (Twitter link). Schrager notes that Weddle and his agent spent a few hours this morning “going back and forth with two teams.” One of those clubs was the Ravens, but the identity of the second team remains unclear.

  • The Raiders are making a push to bring back wide receiver Andre Holmes, tweets Bill Williamson of Fanrag Sports. Williamson cautions that nothing is done yet, and there’s no guarantee Holmes will return to Oakland, but the two sides appear headed toward a reunion for now.
  • While there’s a belief that the Jets will eventually increase their offer to quarterback Ryan Fitzpatrick and find a middle ground, Mike Florio of Pro Football Talk wonders if Fitzpatrick may not give them the opportunity, possibly having been insulted by a lowball offer. Of course, for that to happen, the free agent quarterback will need to find a suitable offer elsewhere.
  • According to Jeff Howe of the Boston Herald (via Twitter), Patriots head coach Bill Belichick called Akiem Hicks last night in a last-ditch effort to keep him in New England. The defensive tackle ultimately signed with the Bears instead, and Howe suggests that the Pats’ offer was for more years, but at a lower annual salary.
  • Former Ravens safety and special-teamer Brynden Trawick, who was non-tendered by Baltimore, is paying a visit to the Bengals, tweets Joe Goodberry of CincyJungle.com.
  • Armando Salguero of the Miami Herald isn’t sure why the Dolphins are interested in veteran defensive end Chris Clemons.

Five Teams Interested In WR Andre Holmes

The Lions, Eagles, and Bengals have all expressed interest in free agent wide receiver Andre Holmes, reports Chris Tomasson of the St. Paul Pioneer Press (Twitter link). Earlier reports had indicated that the Vikings were also targeting Holmes, and the Raiders are also working to retain him.Andre Holmes (Vertical)

Each of the newly-reported clubs presents an intriguing landing spot for Holmes. The Lions, of course, lost Calvin Johnson to retirement, but have already acted today to fill that void, agreeing to terms with Marvin Jones on a new deal. The Bengals, in turn, have lost Jones, so Holmes could make for a viable No. 2 next to A.J. Green. And finally, the Eagles have already released Riley Cooper, and are building an all-new offense under head coach Doug Pederson, one in which Holmes could potentially thrive.

Holmes will be entering his age-28 season, and is coming off a down year in Oakland — he caught 14 passes for 201 yards, and wasn’t heavily involved in the Raiders offense. Just a season ago, though, Holmes started 13 games, hauling in 47 receptions for almost 700 yards, so the potential is certainly there for Holmes to contribute to an offense.
