Raiders Sign QB EJ Manuel

The Raiders have signed free agent quarterback EJ Manuel, reports ESPN’s Adam Schefter (Twitter link). With Derek Carr entrenched as the Raiders’ starting signal-caller, Manuel will presumably compete with Connor Cook for the No. 2 role.

The 26-year-old Manuel now represents the only first-round passer on the Raiders’ roster, having gone 16th overall to the Bills in the 2013 draft. Manuel was never able to grab a strong hold of the starting job in Buffalo, though, as both Kyle Orton and Tyrod Taylor bumped him from the job during his four-year tenure there.

A large portion of Manuel’s action with the Bills came in his rookie season, during which he started in all 10 of his appearances in an injury-shortened campaign and completed 58.8 percent of passes, threw 11 touchdowns against nine interceptions and averaged 6.4 yards per attempt. He has since picked up 17 appearances and seven starts, and has continued to post backup-caliber numbers.

Manuel now reunites with Raiders offensive coordinator Todd Downing, who was the Bills’ quarterbacks coach in 2014.

Top 2017 Free Agents By Position 2.0: Offense

NFL free agency is right around the corner! The legal tampering period starts on Tuesday and free agency officially starts on Thursday. The list of available free agents will change between now and then as players re-sign with teams or get cut loose, but we have a pretty good idea of who will be available right now. After looking at the top defensive players, we now shift our attention to the other side of the ball.

Here are our rankings for the top 15 free agents at each position. The rankings aren’t determined by earning power, they are simply the players we like the most at each position, with a combination of short- and long-term value taken into account. You won’t find restricted free agents or franchise tagged guys here since they are unlikely to go leave their current clubs.

Player evaluation is always subjective, so we encourage you to make your voices heard in the comments section in cases where you disagree with us.

Here’s our breakdown of the current top 15 free agents by offensive position for 2017:

Quarterback:

Honorable mention: Ryan Nassib, Landry Jones, Shaun Hill

Colin Kaepernick’s agents have (wisely) let everyone know that their client will stand for the National Anthem in 2017. That may seem like a minor point, but teams say they would have automatically removed him from consideration if he continued his attention-grabbing protest. He grabbed headlines for his actions on the sidelines last year, but he actually turned in an OK season. From a football standpoint, Kaepernick would make sense for a lot of teams as a QB2 with upside.

Interestingly, this list includes three quarterbacks who couldn’t cut it as the Jets’ starter and three rejects from the 49ers. They say that one man’s trash is another man’s treasure and all six of those players (Ryan Fitzpatrick, Kaepernick, Mark Sanchez, Geno Smith, Christian Ponder, Blaine Gabbert) come with varying degrees of potential and proven effectiveness. Smith, somehow, could reportedly be retained by the Jets and installed as the starter in 2017.

Ryan Nassib is just outside of the top 15 here with EJ Manuel getting the final spot. Despite positive word about his play in practice, Nassib is unproven and the Giants’ apparent lack of interest in re-signing him says a lot. It’s also possible that he might not be 100% after ending the 2016 season on IR with an elbow injury. Manuel, for all his warts, has shown potential in small bursts.

Running back:

Honorable mention: Robert Turbin, Travaris Cadet, Benny Cunningham, Lance Dunbar, Bobby Rainey, Brandon Bolden, Denard Robinson, James Starks

As expected, the Vikings have cut Adrian Peterson loose and he is expected to garner interest from contending clubs this week. Some might peg Peterson as the most talented running back in this year’s free agent class, but it all comes down to how you weigh his age and injury history. Peterson has shocked the football world in the past with an incredible comeback, but I’m a little skeptical of his ability to do it again in his age-32 season. Eddie Lacy, who has injury question marks of his own, takes the top spot at the position.

The Patriots believe they won’t be able to match the offers that come in LeGarrette Blount‘s direction. Latavius Murray could circle back to the Raiders, but he won’t be agreeing to a deal with them before free agency opens on Thursday.

Jamaal Charles has the most impressive resume of anyone on this list, with the exception of Peterson. However, no one knows exactly what he can do after playing eight games in the last two years. He’ll turn 31 in December and that’s usually not an indicator of success for running backs.

Fullback:

Kyle Juszczyk graded out as the best fullback in the NFL last year, according to Pro Football Focus. The Ravens would be wise to keep him, but if they don’t, he’ll draw interest from teams all over the league. Juszczyk earned his first career Pro Bowl nod as he caught 37 passes for 266 yards. His exceptional 92.1 pass blocking score from PFF led all other fullbacks by a wide margin.

Mike Tolbert is ranked lower than you might expect due to his age and diminished blocking skills. He’ll turn 32 in November and it’s not guaranteed that he’ll find another job after getting released by the Panthers, though the Jets are said to have interest in him. Gang Green could also look into signing Patrick DiMarco and Marcel Reece. If you ask me, they should target DiMarco if they want to truly emphasize the running game. DiMarco finished the year with the best run blocking score in the NFL, according to Pro Football Focus.

Wide receiver:

Honorable mention: Brian Quick, Brandon LaFell, Anquan Boldin, Ted Ginn, Vincent Jackson

Brandon Marshall, welcome to the free agent pool. Marshall is just two years removed from a year in which he had 109 catches, 1,502 yards, and 14 touchdowns. However, his numbers dipped significantly last season as the entire Jets offense slumped. The veteran will get tons of interest this week and his suitors may include the Giants, Patriots, and Ravens.

Kenny Britt managed to put up big numbers in the midst of the Rams’ offensive quagmire last season. He now hits free agency at a great time and the WR-needy Eagles are the latest team to be connected to him. The South Jersey contingent of the Eagles fanbase will appreciate the homecoming of the Rutgers product. At the same time, they should hope he exhibits a better attitude than he did on the banks of the old Raritan.

The talent is definitely there with Markus Wheaton and the team that takes a chance on him could wind up very, very happy. Robert Woods, historically, thrived in games where Sammy Watkins was unavailable or limited. Woods doesn’t turn 25 in until April and there’s a case to be made that he should be higher on this list. Cordarrelle Patterson has turned out to be a very capable returner, but there are definitely ambitious coaches out there who think they can still mold him into a great receiver. Michael Floyd is now years removed from his best work in Arizona, so one has to wonder what he can contribute even if he has turned over a new leaf.

Victor Cruz is an exceptionally hard-worker and a team-first kind of guy. He’ll be a great addition to any locker room, but it’s anyone’s guess as to what he’ll do in 2017. We’ll say this: a return to the slot would greatly benefit him.

Anquan Boldin just missed the top 15 and I don’t necessarily feel great about it. Brian Quick also missed the cut and it was a toss-up between him and Cruz for that last spot.

Tight end:

Honorable mention: Larry Donnell

Martellus Bennett is eager to cash in this month. There’s a “real possibility” he winds up elsewhere and he’ll get a monster deal if that happens. The Raiders and Jaguars are expected to be among the teams in pursuit. Filling in for Rob Gronkowski, Bennett caught 55 passes for 701 yards and seven touchdowns in 2016. You can never tell what the Patriots are thinking, but it sure feels like he’ll be leaving New England.

In his first season with the Packers, Jared Cook appeared in ten regular season games and caught 30 of 51 targets for 377 yards and a touchdown. In the Packers’ two-game playoff run, he really turned it on with a total of 13 receptions for 181 yards and two scores. Cook will be a priority for the Packers to re-sign, but it doesn’t sound like they’ll get a deal done between now and March 9.

Anthony Fasano finds himself ranked higher than some bigger names due to his blocking ability. PFF gave Fasano an 88.1 score for run blocking, which was the best of any tight end last year. His 72.9 pass blocking score was fourth-best among TEs. The Titans will make a real effort to keep him.

Offensive tackle:

Andrew Whitworth spent some time at guard last season but his best (and most profitable) position is on the outside. He’s 35, so he won’t lead all FA tackles in total money this year despite being our top-ranked free at the position.

That mantle, by all indications, will belong to Ricky Wagner who could reportedly fetch around $10MM/year. The former fifth-round pick put it all together this past season in Baltimore and he won’t turn 28 until October.

Russell Okung was thrust into the free agent market in February when the Broncos declined his option. This time around, it will be interesting to see whether he hires an agent. His previous deal was effectively a one-year pact with a club option for a four-year, $48MM deal with $20.5MM in guaranteed cash. After a so-so year, the Broncos wisely turned it down.

Austin Pasztor is listed as a tackle here, though it’s quite possible he reverts to the interior line in 2017. Mike Adams, a former second-round pick, makes the cut for his natural talent, even though he hasn’t shown much at the professional level. Will Beatty also found his way to the Top 15, but his market will be capped after two injury-ridden years.

Interior offensive line (guard/center):

Honorable mention: D.J. Fluker, A.Q. Shipley (C), Brian Schwenke (C)

Kevin Zeitler was the only offensive lineman to crack our Top 50 Free Agents list last week. Zeitler, 27 in March, was PFF’s No. 7 ranked guard in the NFL this year. After three consecutive strong seasons, he is going to get big bucks.

Ronald Leary, who once pushed for the Cowboys to trade him, recognizes that a return probably isn’t in the cards. The Cowboys will go with La’el Collins in 2017 and beyond, but don’t cry for Leary. After making 12 starts in Collins’ place and ranking No. 25 among Pro Football Focus’ 76 qualified guards, Leary will find an eager market this week.

J.C. Tretter graded out as a top 10 center last year, according to PFF, and he just turned 26. Stefen Wisniewski offers experience at both guard and center and there should be at least a few teams looking at him as a potential starter.

Nick Mangold‘s injury woes are holding him back here. Apparently, some teams are asking him to play guard.

Bills To Bench Tyrod Taylor In Final Game

Rex Ryan is out and the quarterback that he championed could also be a goner in Buffalo. The Bills are planning to bench Tyrod Taylor against the Jets on Sunday in favor of E.J. Manuel, league sources tell Adam Schefter of ESPN.com (Facebook link). This is a business decision so the Bills are not at risk for the $30.75MM left on his contract that would become guaranteed if Taylor suffered a significant injury, Schefter adds.

The Bills are on high alert after watching Marcus Mariota and Derek Carr suffer major injuries in Week 16. The Bills are not going to take any chances with Taylor, a player who may not be in their plans for 2017. It’s not certain that Taylor is out of the picture, but it would be understandable if the Bills do not want to retain him at his current salary. This will also give Buffalo a chance to get one last look at Manuel, a pending free agent.

Initially, the Bills planned to give Taylor the final month of the season to audition himself.

“He’s got four more games to write this chapter. Then after this season, like everybody on the team, we’re going to do an evaluation and then we’ll go from there,” Whaley said on Dec. 9 in an interview where he declined to commit to Taylor for 2017.

It is somewhat surprising that rookie Cardale Jones will not be given the opportunity in Week 17. The Ohio State product may be No. 2 on the depth chart, however, if the team is truly intent on protecting Taylor from injury.

Bills QB E.J. Manuel Hires New Agent

On the cusp of free agency, E.J. Manuel has changed agents, as Liz Mullen of Sports Business Journal tweets. Manuel will now be repped by CAA with Todd France as his primary agent.

France is now the third agent to represent Manuel in his NFL career. He’ll try to drum up a market for Manuel at a strange time in his career. Once the top QB in Buffalo, Manuel has been moved down the depth chart to make way for Tyrod Taylor. The Bills have their own tough decision to make on Taylor, but it’s hard to see a scenario where they move on from him and install Manuel as the starter again.

A return to the Bills as a backup may be a possibility, but it’s probably not what Manuel has in mind. France will now have the challenge of marketing Manuel after a season in which he has thrown just five passes. Before that – from 2013-2015 – Manuel was just 6-10 as a starter. The Florida State product will turn 27 in March and teams will evaluate him on what he can do today versus his future upside.

Bills Decline E.J. Manuel’s Option

The Bills declined to exercise E.J. Manuel‘s fifth-year option for the 2017 season, according to Mike Rodak of ESPN.com. The quarterback would have been due an $11.357MM salary in 2017 if the team had pulled the trigger.

Manuel is now slated to earn a fully-guaranteed base salary of $2.827MM salary in 2016 before hitting the open market next spring. Given that Manuel has been squeezed out of the starting lineup in favor of Tyrod Taylor, today’s news doesn’t come as much of a surprise. The Bills also added to their quarterback depth chart by selecting Ohio State’s Cardale Jones last week.

Manuel has not been the Bills’ full-time starting quarterback since Week 4 of the 2014 season. The Bills traded down from No. 8 to No. 16 in the first round of the 2013 draft to select Manuel and while he showed some promise early on, things have not panned out as the team hoped they would.

All things considered, coach Rex Ryan says that he likes Manuel as his No. 2 QB.

“I’m not done with EJ Manuel, either (as a backup to Taylor),” Ryan said in February. “I think EJ’s got the talent, the size and all that stuff. Sometimes, guys just take a little bit longer to develop, so we’ll see how that goes.”

Bills Rumors: Ryan, Taylor, Manuel, Harvin

In 2015, the Bills played the majority of their snaps in a traditional 4-3 scheme, but this year, coach Rex Ryan promises “multiple” defensive fronts (Twitter link via Vic Carucci of The Buffalo News).

What other changes are in store for Buffalo in 2016? Let’s find out:

Ryan said that the “entire organization believes in Tyrod Taylor, there’s no doubt,” (link via Mike Rodak of ESPN.com). However, he says that any extension would need to be in best interest of both parties. “Right now it’s probably hard to bring those two things together with our cap situation,” he adds.
This week, Taylor’s agent opened up to Carucci about the ongoing contract talks and noted that the league’s “31 other teams” have been paying close attention to the quarterback. When asked about the agent’s comments, Ryan replied, “The agent’s probably the most disappointed, but there’s a football team to run,” Carucci tweets.
Ryan said that he’s not sure that the Bills “have to” take a quarterback in the draft (link via Carucci). He opined that E.J. Manuel is “a solid No. 2 quarterback.”
Ryan said that he would “love” to have Percy Harvin back and the team would welcome him back “with open arms,” (link via Carucci). On Monday, GM Doug Whaley said that Harvin was still deciding between playing and retiring, though he “heard” that the wide receiver was leaning towards playing.
Ryan said Seantrel Henderson‘s health is getting better and his weight is coming back (link via Rodak). The right tackle finished last season on the non-football illness list after reportedly being diagnosed with Crohn’s disease.
Ryan feels that new Bills assistant Ed Reed could become a head coach in five years (Twitter link via Tom Pelissero of USA Today).

Rex Ryan On Draft, QBs, Defense, Rob Ryan

Fresh off an 8-8 season, his first with the Bills, head coach Rex Ryan spoke Friday with The Buffalo News’ Vic Carucci about the team’s plans going forward. Here are some of the highlights…

On possibly drafting a quarterback this year:

“Like anybody, we’re trying to add to our football team. If somebody can help us make us better, you don’t shut yourself off to any position. That’s something that you’ve got to be open for. It is a quarterback-driven league.”

On whether selecting an early round QB would set starter Tyrod Taylor back:

“No, no way, that’s not going to distract him. He’s worried about, he’s focused on winning and improving every day. And I think that’s who Tyrod is.”

On maligned backup QB EJ Manuel:

“I’m not done with EJ Manuel, either (as a backup to Tyrod Taylor). I think EJ’s got the talent, the size and all that stuff. Sometimes, guys just take a little bit longer to develop, so we’ll see how that goes.”

On Buffalo’s defense, which fell from fourth in the NFL under Jim Schwartz in 2014 to 19th with Ryan and Dennis Thurman at the helm in 2015:

“I’m excited to get this group together. I think you’re going to (have) the natural maturation going into your second year in a system. I think it’s going to help us. I just think guys are ready to get back and ready to say, ‘You know what? We’re going to find a way to get it done, regardless.’ How that’s going to look, we’ll see. But I’m definitely more confident. I know I feel better about the guys, how people adjust, flexibility of players, different things.”

On the hiring of his brother Rob Ryan as the assistant head coach/defense:

“My brother’s a great football coach. He’s inherited a ton of terrible defenses, some of the worst in the history of the game, and he’s flipped them. Was he handcuffed a certain time last year (as defensive coordinator of the New Orleans Saints)? You’re dang right he was. But you know what? I don’t think it got better when he left.”

“I think (Rob) helps us because this guys’s a great football coach. He’s been a coordinator for 12 years. He’s got two Super Bowl rings as an assistant coach, as a position coach. I think that’s only a plus and not a negative. And people who look at it as a negative have no idea what they’re talking about.”

Rex Ryan also added that the Bills could focus more on offense than defense in the draft, citing QB and wide receiver as potential need areas, according to Carucci. Taylor, 26, held his own this past season, his first as a starter, but the Bills don’t appear sold on him as a franchise-caliber signal caller. As for wideout, other than Sammy Watkins, they’re lacking game-breaking talent.

East Notes: Pats, Bills, JPP

The Patriots are again among the league’s most legitimate Super Bowl contenders, and although their slow start to 2014 led some to believe that their dynasty was nearing its end, the fact that they brought home the Lombardi Trophy and have opened 2015 undefeated have silenced those talks. And, as Jason La Canfora of CBS Sports writes, New England’s window of opportunity won’t be closing anytime soon.

Per La Canfora, there is no significant player on the Patriots’ roster whose contract expires at the end of this season, and the team projects to be at least $8MM under the 2016 salary cap. Tom Brady and Rob Gronkowski will count just $22MM against the cap, and no one will earn more than $10MM in 2016. That means that the team can supplement its already-talented roster with marquee free agents–something it has not frequently done in the past–and extend their reign of dominance for another few years. La Canfora also notes that, since New England will be without its first-round pick as a result of the DeflateGate scandal, it could look to move Jimmy Garoppolo for a high pick.

Now for some more notes from the league’s east divisions:

Washington and the Jets are squaring off this afternoon, and as Rich Cimini of ESPNNewYork.com writes, the Jets are looking across the field at two players who could be on their radar in 2016: Kirk Cousins and Robert Griffin III. The future for both players is up in the air, and New York, of couse, could be in the market for a quarterback. Jets head coach Todd Bowles was effusive in his praise for Cousins, but indicated that RGIII would not be a consideration for his club.
There were reports this morning that E.J. Manuel could rekindle the Bills‘ quarterback competition with a strong showing today, but Joe Buscaglia of WKBW thinks differently (via Twitter). He notes that Buffalo coaches love Tyrod Taylor and that it would take more than a good performance for the team to even think about moving on from Taylor.
La Canfora tweets that the Bills are “very concerned” that wideout Percy Harvin could miss significant time with his latest injury. Harvin has not played a significant role in the team’s offense this year, and this could represent yet another major setback for the once-explosive playmaker.
Last Thursday, Sammy Watkins publicly bemoaned his lack of targets in the Bills‘ offense thus far in 2015, and Jason Fitzgerald of OverTheCap.com breaks down in detail what targets mean to a wide receiver from a contractual standpoint.
Jay Glazer of FOX Sports tweets that Jason Pierre-Paul will report to the Giants this Tuesday so that the team can check in on his progress. Pierre-Paul is hoping to play soon, but as Jordan Raanan of NJ.com writes, there is still doubt that JPP will be cleared.

Bills’ QB Competition To Re-Open?

E.J .Manuel will get the start under center for the Bills this afternoon as starter Tyrod Taylor nurses a sprained MCL. Despite Taylor’s encouraging start to the season–through four games, he has completed over 70% of his passes for 1,097 yards, nine touchdowns and four interceptions, and he has added 31 carries for 187 yards and two scores–Ian Rapoport of NFL.com (via Kevin Patra) reports that the quarterback competition in Buffalo may be re-opened.

In training camp and the preseason, of course, Manuel, the Bills’ former first-round draft pick, lost the starting job to Taylor, who had served as Joe Flacco‘s understudy for four years in Baltimore. Both players performed well, but Taylor was just a bit better, and his preseason success has largely carried over to the regular season. Nonetheless, Rapoport says that Manuel still has several key supporters within the organization, including (potentially) GM Doug Whaley, who drafted the Florida State product. The well-publicized remarks recently made by top wideout Sammy Watkins suggest that Manuel also enjoys at least some locker room support.

As such, Rapoport believes Manuel has a chance to rekindle the quarterback battle with a strong performance today. And, according to Jason La Canfora of CBS Sports, Manuel’s audition could last even longer, as Taylor’s injury could sideline him for next week’s game as well. But can Manuel actually deliver a strong performance? Manuel has started fourteen games in his career, compiling a 6-8 record, a 58.6% completion rate, and a 78.5 quarterback rating, throwing 16 touchdowns to 12 interceptions. He did develop a rapport with Watkins last season, who has not yet gotten on the same page with Taylor, and as someone who does not even have a full season’s worth of starts under his belt, it is not hard to believe that Manuel’s preseason performance this year could be a sign that he has begun to realize his potential.

Rapoport concedes, though, that it would a surprise if Manuel actually did unseat Taylor at this point in the season. But the door is slightly ajar, and if Manuel thrives this week (and potentially next), the Bills’ seemingly settled quarterback situation could get a lot more interesting.
